Assigned Schools Dashboard | Upon logging into CalSAAS, the dashboard for the user’s organization (county, district, or school) generates. The Assigned Schools Dashboard is limited to data associated to exceptions within their workload. The dashboard contains interactive tiles that when selected will take the user to a filtered list of exceptions on the exception screen. |
Bilingual Exception | The Exception Value of “Bilingual” may be associated to an English Learner exception based on a course(s) reported with the CALPADS Education Service English Learners Code of “1 – Primary Language Instruction”. These courses require that the educator holds a bilingual authorization that aligns with the language of instruction in which the course is taught. |
California Longitudinal Pupil Achievement Data System (CALPADS) | California Longitudinal Pupil Achievement Data System (CALPADS) is a longitudinal data system within the California Department of Education (CDE) used to maintain individual-level data including student demographics, course data, assessments, staff assignments, and other data for state and federal reporting. CalSAAS compares the CALPADS assignment data reported to CDE with the Commission on Teacher Credentialing's (CTC) credential authorization data. |
CALPADS Code Exception | Exceptions based on the course code of the assignment in CALPADS. Exceptions of this nature are comprised of General Education, Career Technical Education, and Service assignments. |
CalSAAS Reports | There are five different CalSAAS reports that generate different types of information for the user: Hidden Predetermined Exceptions, Detail, Summary, Superintendent, and Exception History. For more information, refer to the Reports webpage. |
CalSAAS User Roles | Five different user levels exist in CalSAAS: County Administrator, County User, District Administrator, District User and Charter User. The role assigned to an individual is dependent on which type of organization they represent (County Office of Education, School District or Charter School) and the level of access required. For more information, refer to the CalSAAS Users webpage. |
CDS Code | This acronym stands for County-District-School code and is a 14 digit code assigned by the California Department of Education. The county code consists of two digits, the district consists of five digits, and the school code consists of seven digits. Refer to the California Department of Education’s School Directory webpage to look up a county office of education, district, or school. |
Census Date | The census date serves as a credential “snapshot in time” and has been designated as the first Wednesday in October. CalSAAS considers educator assignment and credential data on that day. |
Course Count | Within the exception details, a course count is provided, which indicates the number of assignments associated to that exception. The course count is aggregated by Educator (using their SEID), CDS code, and assignment. |
Determination | The method used to justify why an exception was identified. Districts and Counties have an opportunity to review the exceptions generated in the system and respond with an explanation, such as the use of a Local Assignment Option. The final approval of determinations is the responsibility of Monitoring Authority Users. The various determinations fall into two types: those that indicate the educator was appropriately assigned and those that indicate the educator was misassigned. English Learner Exception | Exceptions based upon the CALPADS Education Service English Learners Code assigned to the course. To review the definitions for each English Learner Service Code, refer to the Exceptions webpage. |
Exception | Potential misassignments identified by CalSAAS through the comparison of CALPADS data from CDE and credential data from CTC. Refer to the Exceptions webpage. |
Exception Record | The result of the comparison between educator credentials and CDE Assignment data. CalSAAS outputs a record of exceptions representing questionable assignments within the County and District. |
Exception Value | Details the specific reason the exception generated. For the CALPADS Code Exception type, the Exception Value is the CALPADS State Course Code reported for the assignment. For the Special Education Exception type, the Exception Value is the disability area that was not covered by the educator’s authorization(s) (e.g., Autism). For the English Learner Exception type, the Exception Value is the English Learner Service Level that was not covered by the educator’s authorizations (e.g., Integrated ELD). |
Final Submission | After a Monitoring Authority has completed assignment monitoring for their LEAs, they must submit the final report to the Commission via the Submit screen. Access to the Submit screen is limited to Admin level users. Once completed, the Submission Status changes to “Submitted” and the date and time of submission display on the Submit screen. |
Hidden Predetermined Exceptions | Exceptions that are given a determination prior to the commencement of the monitoring cycle in CalSAAS and are not displayed as workable exceptions in the CalSAAS user interface. To view these exceptions, users can access the Hidden Predetermined Exceptions report from the Report section. Local Assignment Options included in this report are: T5 §80005(b) (certain elective courses and facilitated online courses), EC §44865 (alternative school assignments, including independent study), and EC §76004 (college credit courses). |
Local Educational Agency (LEA) | In CalSAAS, a LEA refers to an entity that is not a monitoring authority. This may include a charter school, traditional school, state special school, or school district. LEA Users review undetermined and returned exceptions and submit determinations to their Monitoring Authority for approval. |
MA Reported Misassignment (MARM) | Misassignments, Vacancies, and Corrected Misassignments that were not identified by CalSAAS processing but were reported manually by the Monitoring Authority via the CalSAAS MARM feature. For more information, refer to the MA Reported Misassignments webpage. |
Monitoring Authority (MA) | The entity responsible for reviewing certificated assignments for the local educational agencies under their authority. For school districts and programs operated by the county, the MA is the county office of education. For charter schools, the MA is the school’s chartering authority, which may be a county office of education, school district, or the Commission on Teacher Credentialing for charter schools approved by the State Board of Education. For single district counties and state special schools, the MA is the Commission on Teacher Credentialing. In CalSAAS, MA Users review exceptions submitted by their LEAs, and are responsible for approving and submitting the final report to CTC. (EC §44258.9(b)(4)). |
Monitoring Cycle | The monitoring cycle begins when the exceptions are available in the system for users to review and work. The monitoring cycle remains open for a minimum of 90 calendar days from the official start date. LEA users have 60 calendar days to initially review and determine exceptions. Monitoring Authorities have access to exceptions for the entire duration of the 90 calendar days. |
Non-Classroom Based or Support Assignments | Non-instructional assignments in which the educator provides services and/or support. Examples of service assignments are Administration (e.g., Principal), Pupil Personnel Services, Speech Language Pathology, Health Services (e.g., Nurse), and School Librarian. Notifications | COE Admin Users and District Admin Users may send messages within CalSAAS to multiple users within their scope. In the Notifications section of the Admin area of CalSAAS, an Admin user may type a message, select the user level(s) and entities to receive the message. The message is sent from donotreply@ctc.ca.gov to the specified users at the email address associated to their user role. |
Predetermined Exceptions | Exceptions that are given a determination prior to the commencement of the monitoring cycle in CalSAAS, resulting from automated processing based on the CALPADS coding of the assignment, and/or specific aspects of the course or setting reported. Such predeterminations include certain Local Assignment Options that are setting or content specific, such as Education Code §44865 or Title 5 §80005(b). Predetermined exceptions are intended to relieve an onerous workload for LEAs and may be reviewed for accuracy by the Monitoring Authority. Refer to the Determinations webpage. |
Scope | The level of access to information within CalSAAS based on the assigned user’s role. |
Special Education Exception | This exception is generated when an assignment is reported in CALPADS with the Instructional Strategy Code of 700 - Special Education and the teacher of record does not hold a document that authorizes instruction for the primary disability area of one or more students in the class. CalSAAS generates one Special Education exception per combination of educator (using their SEID), school (by the CDS Code), and disability area. |
California Statewide Educator Identifier (SEID) | The SEID is a unique statewide identification number to be used by education agencies when reporting to the California Department of Education (CDE). The SEID is a 10 digit randomly generated, non-personally identifiable number. Refer to the SEID FAQs webpage. Education Code, §44230.5. |
Teaching Permit for Statutory Leave (TPSL) Placements | Assignments in which an educator was serving on a TPSL (CL-902) while the Teacher of Record was out on leave may be reported within CalSAAS. Note, entry of TPSL placement information into CalSAAS is optional. For more information, refer to the TPSL List webpage. |
Undetermined Exception | An exception which has not yet been reviewed and worked in CalSAAS by the LEA or the Monitoring Authority. |
Vacant Position | A position to which a certificated employee has not been assigned on census date. Assignments which are vacant or which have a substitute assigned as of census date will generate an exception, or potential misassignment. Education Code, §44258.9(b)(6). |
Workload | The schools and/or districts assigned to a user by the designated administrator. CalSAAS Admin users at the County and District level create user roles and assign workload for users within their scope. For a Charter User the workload is the charter school associated to the user role. |
