Questions Regarding the Request for Applications (RFA):

1. Question: I have read the Request for Applications. Are there guidelines or a specific application form that needs to be completed? I can't find a link to anything on the RFA or the website.

Answer: The RFA for the Dyslexia Grants may be accessed here on the Commission website. Within the RFA, Section II is titled, ‘How to Respond to this RFA’ beginning on page 6. There are fillable Appendices to be completed beginning on page 12 of the RFA.

2. Question: It is my understanding that the grant provides funds for addition of content and activities to courses. Thus the final product has not been crafted. Are revised/proposed course descriptions draft course syllabi and draft course syllabi required in the submission of the grant application? Course syllabi can be more than 10 pages in length.

Answer: The draft course syllabi is not due with the initial application; however, they must be submitted with the final report. See page 5 – ‘Additional Information for Applicants’. Funds to grantees will be distributed in two payments. Upon approval of the application, the first payment will be 90 percent (90%) of the total budget amount, and the second payment will be 10 percent (10%) of the total budget amount. The second payment will be provided to grantees after the program has completed its activities and submitted a report that includes a completed program matrix with updated course syllabi.

Questions Regarding the Use of Dyslexia Grant Funds:

3. Question: Regarding Dyslexia grant funding per program type, our COE offers 3 different Education Specialist programs: ECSC, Mild to Moderate, and Extensive Support. Should we apply for $7,000 for all three programs, or could we apply for $7,000 per Education Specialist program, for a total of $21,000?

Answer: The $7,000 is per credential type: Education Specialist, Multiple Subject, and Single Subject. It does not include separate funds for each authorization type on these credentials.

4. Question: In the Allowable Activities and Use of Funds Area the sample activities speak to planning and development of curriculum. Would it also be allowable to use funds for professional development of the faculty and instructors who will be engaged in developing and delivering the updated or expanded curriculum?

Answer: Yes. Professional development of the faculty and instructors would fall under the Professional Learning budget line in Appendix E.

5. Question: I am working with an administrator on their proposal in response to your program. Can you please clarify regarding the 8% Program Administration costs? Is this considered Facilities and Administration/Indirect Costs/ Overhead? Or is this referring to 8% of the budget directed toward personnel who administers the grant, i.e. salary and fringe benefits of administrative assistance, program director, etc.

Answer: The 8% Program Administration could encompass all of the above.

6. Question: Can we use grant money for professional development?

Answer: Yes. Professional development of the faculty and instructors would fall under the Professional Learning budget line in Appendix E.

7. Question: Can we use grant money to hire a consultant for professional development?

Answer: Yes. Professional development of the faculty and instructors would fall under the Professional Learning budget line in Appendix E.

8. Question: Can we use grant money to attend conferences about dyslexia?

Answer: Yes. Professional development of the faculty and instructors would fall under the Professional Learning budget line in Appendix E.

9. Question: Can we use grant money to send faculty to Dyslexia Conference and to obtain the $529 for Advanced Certificate?

Answer: Yes. Professional development of the faculty and instructors would fall under the Professional Learning budget line in Appendix E.

10. Question: Is there a legislative reason for the % limit on F&A recovery, can you cite? If now, would the CTC be willing to accept 30% F&A recovery, per the CSU and UC AB 20 MOU? If not, is this 8% as MTDC, TDC, or Total Cost?

Answer: Because these grants are small and intended to mostly fund time for faculty/staff to write updated curriculum, there should be negligible administrative costs. In addition, the 8% rate is consistent with other state funded grants administered by the Commission. The 8% can be of the total award.
