2019-2020 Reporting
1. Due to COVID-19 some requirements (CBEST, CSET, and TPA) have been moved from preliminary credentials to Clear/Induction. Does the induction program have to report Title II?
Response: No, Title II reporting is a requirement for preliminary teaching credentials programs only.
2. Should the CIP code reported in the Institution and Program Report Card (IPRC) match CIP codes reported in IPEDS reporting for Title IV?
Response: The Commission is responsible for the coordination of Title II, not responsible for Title IV. There is no expectation that CIP codes need to match. CIP codes are only used in Title II to help teacher preparation programs classify their programs.
3. Do I have to report administrative credentials for Title II reporting?
Response: Title II requires teacher preparation programs to report on candidates who are enrolled or completed program completer requirements for initial preliminary credentials in multiple subject, single subject or education specialist credentials only. Title II does not require reporting of services credentials (e.g., administrative credentials).
4. Can a new teacher preparation program use Title II funding?
Response: The Commission is the state agency that coordinates Title II reporting requirements for all preliminary teacher preparation programs. The Commission does not deal with Title II funding.
5. Where can I download the Data Collection Worksheet for 2019-20 reporting?
Response: Pearson is the state contractor for Title II. Pearson has setup a secure dedicated website for Title II reporting. The Data Collection Worksheet is available at the edreports website. The primary contact at the teacher preparation programs should have received the information from Pearson in mid-September.
6. In the Data Collection Worksheet, "Credential by Assessment (X) or Program (P)" is asking whether candidates took the CSET (X) or a subject matter program (P)?
Response: Yes, if a candidate met the subject matter requirement through CSET Exams, indicate by “X” and if a candidate met the subject matter requirements through a Commission-approved subject matter program, indicate by “P”.
7. Should the data collection worksheet include candidates who completed the program in the previous year but submitted the documentation for their credentials during the 2019-2020 school year?
Response: The timeframe for title II reporting is 9/1/2019 to 8/31/2020. If a candidate finished all program requirements during the timeframe, report that candidate as “Program Completer.” If a candidate was enrolled during the 9/1/2019 to 8/31/2020, report that candidate as “Enrolled.”
Please do not report candidates that you have reported in prior years.
8. Do I leave the "Content Area Code" column blank for Education Specialist (Early Childhood Special Education) candidates since they do not take the CSET?
Response: Yes
9. Should I omit candidates who are on a leave from the College?
Response: If a candidate was not enrolled or completed the program during 9/1/2019 to 8/31/2020, do not report that candidate.
10. Now that some assessment requirements have moved from preliminary credential to Clear/Induction, will that impact the exam data matching by Pearson?
Response: No, the exam pass rate is calculated based on the number of examinees who took that specific assessment and number of examinees who passed that assessment. It should not impact the exam pass rate.
11. Has the definition of program completer changed due to CTC’s flexibilities and Governor’s EO flexibilities?
Response: As per Westat (Federal Contractor for U.S. Department of Education), the definition of program completer has not changed. If an individual was recommended for a preliminary credential (without TPA), that individual is a program completer.
12. Where can I find the link for AB2086?
Response: In the Title II background section, the requirements for Assembly Bill AB2086 is explained in detail. AB 2086 was signed in 2010 that requires teacher preparation programs to publish recent pass rate on their website. So please publish your recent pass rate on your web page.
