In Greatness by Design: Supporting Outstanding Teaching to Sustain a Golden State (GbD), the California Educator Excellence Task Force, convened by the California Department of Education (CDE) and the Commission on Teacher Credentialing (CTC), called
for the development of a coherent and stable system of professional learning that provides a continuum of opportunities for educators to learn and practice skills that advance expertise throughout their careers, from preparation through expert practice
(CDE & CTC, September 2012). In 2014, CTC acted on the challenge by adopting new program regulations for preparing and supporting newly hired administrators earning their Clear California Administrative Services Credentials (CASC). Program Standard
