Program Sponsor Variable Term Waiver
On April 23, 2020, the Commission approved the use of Variable Term Waivers (VTW) for individuals who have been impacted by the COVID-19 restrictions while they were participating in a Commission-approved educator preparation program. The option to request the Program Sponsor Variable Term Waivers (PS-VTW) was adopted for Commission-approved programs identified in Appendix A of the April 2020 Commission Agenda Item 3A and in the corresponding item insert. This option is most appropriate for any educator preparation program that has candidates who have clinical practice/fieldwork, coursework, examination, or performance assessment requirements that cannot be met due to the health and safety conditions related to COVID-19 between March 19, 2020 and September 1, 2020.
The Commission will begin accepting PS-VTW applications on June 1, 2020 for candidates who would have completed their preparation for a credential at the end of the spring term.

1669006833,,81435741775# or +13462487799,,81435741775#Governor Newsom signed Executive Order N-66-20 providing relief for candidates completing preparation this year and for prospective teachers beginning preparation in the 2020-21 year. Specific provisions include the following:
Postponement of Performance Assessment and RICA requirements to the Clear Credential
- The statutory requirement for candidates to pass a performance assessment for a preliminary teaching or administrative services credential has been moved to the clear credential.
- The statutory requirement for Multiple Subject and Education Specialist candidates to pass the RICA assessment has been moved to the clear credential.
Suspension of CBEST Requirement to Enter a Preparation Program
The requirement for completion of the CBEST prior to admission to a Commission-approved educator preparation program has been temporarily suspended. Candidates must satisfy the basic skills requirement prior to being recommended for the preliminary credential. This is for candidates who were unable to take the assessment between March 19 and August 31, 2020.Waiving the Subject Matter Requirement for Intern Candidates
The statutory requirement for an intern candidate to meet the subject matter requirement prior to being recommended for the intern credential has been suspended. Candidates must satisfy subject matter prior to being recommended for the preliminary credential. This is for candidates who were unable to take the assessment between March 19 and August 31, 2020.

Committee of Credentials Alternate Positions for Public Member
The Commission on Teacher Credentialing is seeking applications to fill Public Member alternate positions on the Committee of Credentials. The application can be found at the Committee of Credentials page.
Applicants may not currently be employed in either a certificated public school position and/or be a member of any governing board of a school district or county board of education. -

The Commission’s Policy Manual provides for the appointment of a student enrolled in an educator preparation program to represent the views and experiences of students as a liaison to the Commission. Interested parties must complete the application form and send it, with all additional requested documentation, to the attention of the Executive Office at the address provided on the form. More information is available via the Commission Website. Deans and Directors of California educator preparation programs are encouraged to share this information with students enrolled in preparation programs. Applications must be postmarked by June 30, 2020.
