Proposed Amendments and Deletions to 5 California Code of Regulations Pertaining to Reading and Literacy Added Authorization and Leadership Specialist Credential

The proposed amendments to Title 5 of the California Code of Regulations are to implement the recommendations of the Reading Advisory Panel. The amendments change the title of the Reading Certificate to the Reading and Literacy Added Authorization, add National Board Certification as a route to earn the added authorization, and update the requirements and authorization statement. The amendments also change the title of the Specialist Instruction Credential in Reading and Language Arts to the Reading and Literacy Leadership Specialist Credential and update the requirements and authorization statement.

Assembly Bill 86 (Chap. 48, Stats. 2013) added Education Code section 44374.5 and authorizes the Commission to develop and implement a cost recovery plan for specified accreditation activities. The purpose of the proposed cost recovery fees are to implement a cost sharing plan for the specified accreditation activities.

Proposed Amendments Clarifying a Superintendent's Reporting Requirement as to a Credential Holder's Change in Employment Status

The proposed amendments to California Code of Regulations, title 5, Section 80303 will clarify the requirement for a superintendent to report when a school district takes an adverse employment action against a credential holder. Additionally, the proposed changes will clarify procedures that may be used by the public to report a superintendent who fails to submit a required report to the Commission on Teacher Credentialing within thirty days of the final action by the district.
