Rulemaking

This rulemaking action proposes additions to Title 5 of the California Code of Regulations to implement, interpret, and make specific Education Code section 44374.5 that authorizes the Commission to implement a cost recovery plan for specified accreditation activities. 

The proposed amendments to California Code of Regulations, title 5, Section 80303 will clarify the requirement for a superintendent to report when a school district takes an adverse employment action against a credential holder. Additionally, the proposed changes will clarify procedures that may be used by the public to report a superintendent who fails to submit a required report to the Commission on Teacher Credentialing within thirty days of the final action by the district. 

This rulemaking action proposes amendments to 5 California Code of Regulations Section 80037 to establish a Special Teaching Authorization in Physical Education for holders of Designated Subjects Special Subjects Teaching Credentials in Basic Military Drill and Reserve Officer Training Corps. The proposed amendments also include general clean-up of outdated language in the existing regulation. 

Senate Bill 858 (Chap. 32, Stats. 2014) amended Education Code section 44374.5 to authorize the Commission to develop and implement an annual accreditation fee plan for ongoing accreditation activities. The purpose of the proposed annual accreditation fees is to implement a cost sharing plan for the ongoing accreditation activities. 

This rulemaking action proposes amendments to Title 5 of the California Code of Regulations to implement, interpret, and make specific Education Code section 44374.5 that authorized the Commission to implement an annual accreditation fee schedule. 

This rulemaking action proposes amendments to 5 California Code of Regulations Section 80054 pertaining to California prepared administrators and the addition of Section 80054.1 to clarify and interpret the provision of the Education Code pertaining to the requirements for the preliminary and clear Administrative Services Credential for administrators prepared outside California. 

This rulemaking action proposes amendments and additions to Title 5 of the California Code of Regulations (CCR) related to the submission of a complete paper application packet as approved by the Commission at the August 2014 meeting. The proposed amendments also include general clean-up of the regulation section. 

This rulemaking action proposes amendments to Title 5 of the California Code of Regulations (CCR) Section 80499 to clarify and make specific the English learner requirement for adding a teaching or content area to a general education teaching credential. 

The proposed regulations implement, interpret, and make specific EC sections 44254 and 44265 pertaining to documents that authorize reading instruction in California's public schools. 

This rulemaking action proposes amendments and additions to Title 5 of the California Code of Regulations (CCR) related to the Supplementary Authorization in Computer Science as approved by the Commission at the June 2015 meeting. The proposed amendments also include general clean-up of the regulation section.
