1. Authorizations may vary based on authorization code or certificate- review educator when monitoring to see if designated ELD is covered.
2. Bilingual authorization will be checked against language of delivery. If languages do not match, an exception will generate.

Definitions:

  • ELD: Instruction for English language development
  • Integrated ELD: Instruction in which the state-adopted ELD standards are used in tandem with the state-adopted academic content standards. Integrated ELD includes specifically designed academic instruction in English (SDAIE).
  • Designated ELD: Instruction provided during a time during the regular school day for focused instruction on the state-adopted ELD standards to assist English learners to develop critical English language skills necessary for academic content learning in English. (ELD within course and content area.)
  • Departmentalized ELD: English Language Development- offered in a standalone departmentalized classroom
  • Bilingual Instruction: Instruction for primary language development and content instruction delivered in the primary language

The English Learner services the educator provides should be reported in CALPADS.  If an exception occurs because the EL service code was reported incorrectly, you may determine the exception as a CALPADS Error and note how the assignment should have been reported in the comments.

Exceptions Staffed by SUPP/SMA Holders

Educators that hold Supplementary or Subject Matter Authorizations and are assigned to courses in grade 9 will be processed as exceptions.  You may determine them as Appropriate Assignments.

Additionally, CalSAAS produces an exception if an authorization is not able to serve in the Curriculum Level reported for the assignment. For example, a Supplementary authorization does not authorize the instruction of 10th grade curriculum. If there is a mismatch between the curriculum level reported and the authorization, an exception will be produced and an entry in the History window will specify that the exception was a “Grade Level Exception”.

Course Codes Automatically Producing Exceptions

We are processing the following courses as exceptions because they either have ambiguous content or the Monitoring authority should take extra care to confirm the content is correct:

No Name on Exception

Exceptions with blank names occur when the SEID entered during CALPADS reporting does not exist in the Commission’s records. These can be determined as CALPADS Errors if you determine the educator in assigned has the appropriate authorization.  

Courses authorized by Title 5 §80005(b)

The following CALPADS Course Codes are coded in CalSAAS to check against the requirements of the Local Assignment Option Title 5 §80005(b). This requires the educator hold a teaching credential based on a bachelor’s degree and student teaching. Therefore, an Intern, Waiver, Provisional Internship Permit (PIP), or Short-Term Staff Permit (STSP) holder assigned to one of these courses will produce an exception in CalSAAS.

**If no curriculum, instruction, assignments, exams, and/or elective credit are associated with this course, then it should instead be reported with CALPADS Course Code: 9207 Homeroom, study hall- No Credits or Grades. 9207 does not require a fully credentialed teacher. Intern, Waiver, Provisional Internship Permit (PIP), Short-Term Staff Permit (STSP), or Career Technical Education (CTE) credential holders may be assigned.

9228 Non-Core Academic Elective

Because the content of this course varies, it has been coded in CalSAAS to the statutory Single Subject areas. If an exception is produced for this course, the LEA and monitoring authority must review the course content, and determine the appropriateness of the assignment. If the content of the course does not fall in one or more of the statutory subject areas, then the Local Assignment Option: T5 §80005(b) may be an appropriate Determination.
