The following chart is intended to help you determine which English learner exceptions can be authorized.

1. Authorizations may vary based on authorization code or certificate- review educator when monitoring to see if designated ELD is covered.
2. Bilingual authorization will be checked against language of delivery. If languages do not match, an exception
will generate.
Definitions:
- ELD: Instruction for English language development
- Integrated ELD: Instruction in which the state-adopted ELD standards are used in tandem with the state-adopted academic content standards. Integrated ELD includes specifically designed academic instruction in English (SDAIE).
- Designated ELD: Instruction provided during a time during the regular school day for focused instruction on the state-adopted ELD standards to assist English learners to develop critical English language skills necessary for academic content learning in English. (ELD within course and content area.)
- Departmentalized ELD: English Language Development- offered in a standalone departmentalized classroom
- Bilingual Instruction: Instruction for primary language development and content instruction delivered in the primary language
The English Learner services the educator provides should be reported in CALPADS. If an exception occurs because the EL service code was reported incorrectly, you may determine the exception as a CALPADS Error and note how the assignment should have been reported in the comments.

Exceptions Staffed by SUPP/SMA Holders
Educators that hold Supplementary or Subject Matter Authorizations and are assigned to courses in grade 9 will be processed as exceptions. You may determine them as Appropriate Assignments.
Additionally, CalSAAS produces an exception if an authorization is not able to serve in the Curriculum Level reported for the assignment. For example, a Supplementary authorization does not authorize the instruction of 10th grade curriculum. If there is a mismatch between the curriculum level reported and the authorization, an exception will be produced and an entry in the History window will specify that the exception was a “Grade Level Exception”.

Courses authorized by Title 5 §80005(b)
The following CALPADS Course Codes are coded in CalSAAS to check against the requirements of the Local Assignment Option Title 5 §80005(b). This requires the educator hold a teaching credential based on a bachelor’s degree and student teaching. Therefore, an Intern, Waiver, Provisional Internship Permit (PIP), or Short-Term Staff Permit (STSP) holder assigned to one of these courses will produce an exception in CalSAAS.

Intern, Waiver, Provisional Internship Permit (PIP), Short-Term Staff Permit (STSP), or Career Technical Education (CTE) credential holders may be assigned.
