Requirements for Applying

What if I want to apply now but can't get certain materials right away?

You may apply now and submit the application form, official transcripts, application processing fee, and a copy of your out-of-state license. After you are issued the Preliminary credential, you may mail in additional documents such as official employment letters, annual performance evaluations, and Basic Skills Requirement materials. You will need to mail the additional materials with a new application form and application processing fee. Be sure to ask an analyst at credentials@ctc.ca.gov before mailing so that we can assist you and make sure you submit additional materials in the most cost-effective way.

I am applying under Route 2. What if I don't have summative annual performance evaluations?

Applicants who cannot submit two years of annual performance evaluations can instead submit a supplemental evaluation letter. Your site administrator will have to write a letter on school or district letterhead and signed with an original signature verifying that you you have met or exceeded expectations in the following four professional standards for the years being evaluated, with overall ratings for each standard:

  1. The use of teaching strategies that motivate all students to engage in the learning process.
  2. The ability to establish and maintain high standards for student behavior.
  3. A demonstration of deep knowledge of the subject being taught and the use of appropriate instructional strategies that promote student understanding.
  4. An ability to plan and implement a sequence of appropriate instructional activities.

May I include letters of recommendation instead of evaluations?

No, the Commission cannot accept letters of recommendation in lieu of annual evaluations. Resumes, references, and letters of recommendation may only be used for employment applications.

What if my materials are not accepted or I make a mistake on my application?

If the reviewing analyst needs additional information or a replacement application to complete the evaluation, the analyst will mail you a letter to request the materials. You will also receive a courtesy email with the same information when the letter is mailed. You will have the opportunity to return the requested materials within 60 days for no additional fee. After the requested materials arrive, the analyst can then complete the evaluation and determine if you can be granted a California teaching credential.

Clearing Renewal Requirements

What if I didn’t have evidence of Basic Skills requirement met when I applied, but I have that evidence now?

You have two options. Wait until you have met all your renewal requirements to clear your credential and provide it then when you apply for your Clear, or if you really need to remove the renewal requirement code listed on your Preliminary credential stating that you haven't met the Basic Skills Requirement yet, you may mail the application form and application processing fee with that evidence. Unless an employer is requiring you to remove that code, you only have to give the evidence of meeting this requirement to your employer. If you are required to complete an induction program, you will also want to provide your Basic Skills Requirement verification to your induction program as well.

Do I need to have a Clear credential by the expiration date of my Preliminary credential?

No, if there is a good cause reason for not completing the requirements, but it is highly recommended. The Preliminary credential is a non-renewable document, so it is in your best interest to complete all renewal requirements and apply for your Clear credential upgrade within the five-year period. If you have not obtained the Clear credential by the time your Preliminary credential expires, you may want to apply for an extension by appeal or contact an Education Career Counselor via email at careerguidance@ctc.ca.gov to explore your options.

What is an induction program? Can my out-of-state teaching experience count for this?

An induction program is a mentor-based, job embedded teacher program that you must complete while being employed as a full-time teacher. This renewal requirement is only listed for out-of-state prepared teachers whose credential was issued under the Route 1 option. A lot of California districts and counties have their own approved induction programs. You should contact your employing agency for details or contact an approved induction program directly. Program tuition and duration may vary between programs, but the program typically takes two years to complete. If your credential was originally issued under Route 1, and you would like to meet the induction program requirement using verification of two years of out-of-state teaching experience, you can submit the following materials at any time to have the induction program renewal requirement removed from your Preliminary credential.

If you're able to get these materials only after you have applied for your Preliminary credential, it would be a good idea to provide copies to your employer so that they know that you don’t need to enroll in induction.

What is the English Learner Authorization and how do I get that?

The English Learner Authorization (sometimes referred to as the CLAD Certificate) will authorize you to provide instruction in both English Language Development (ELD) and Specially Designed Academic Instruction in English (SDAIE). It may be earned by examination (CTEL), an approved California program of coursework (CTEL program), or a combination approved by a CTEL program sponsor. The only way to qualify for this authorization on your first issuance of your California credential is if you hold an equivalent authorization on your out-of-state license, or if you have passed the CTEL exams prior to submitting your application. Out of state ESL, TESOL, or bilingual coursework (including stand-alone certificates) are not accepted for this authorization.

You do not need to have an English Learners Authorization to be issued your first Preliminary credential as an out-of-state teacher. However, it is required eventually to upgrade to your Clear credential. More details about the English Learner Authorization/CLAD certificate can be found here.

Is it possible to get my Clear credential on my first application?

Yes, although it is rare. Route 3 applications will result in a Clear credential, as will a Route 2 application that includes all of the items mentioned in the Route 2 section above as well as evidence of meeting the Basic Skills Requirement and a comparable English Learner Authorization on your professional-level out-of-state teaching license or passing CTEL exam scores completed prior to submitting your application.

Fingerprints

How can I get fingerprint clearance if I am not in California?

Fingerprint cards must be ordered from the Commission by submitting contact information through the CTC Fingerprint Card Request portal. You will then be mailed fingerprint cards and you will have them completed in your state by a fingerprint service provider. When you are ready to apply for your credential, you must attach both fingerprint cards and fingerprint processing fee to the application 41-4 form. The additional fee is $49 for out-of-state fingerprint cards, making the total fee $149.00. This may be all on one payment made out to “CTC.”

DOJ will only accept fingerprint cards (FD-258) for teachers whose home address is outside of California. If you have moved to California before submitting an application, you must use the Live Scan process for fingerprinting, which means you will take the Live Scan (41-LS form) to a Live Scan provider in California and pay the fees to the provider. They will then automatically transmit your results to the DOJ and the CTC on your behalf.

Do I need a California address to get fingerprint clearance?

No, you do not. If you have an out-of-state address, and you are physically not in California, you must order the fingerprint cards explained above.

If you are in California, you must complete the Live Scan fingerprint process with the 41-LS form instead. You will print the 41-LS form and take it to a Live Scan provider and pay the fees to the provider. They will then automatically transmit your results to the DOJ and the CTC on your behalf. Fingerprint information cannot be shared between agencies. You will also have Live Scan results that are performed in each California county when you are employed. Those Live Scans are usually performed by the employer or the County Office of Education.

I am having my fingerprints completed out-of-state using the fingerprint cards mailed me by the Commission. Where do I go in my state to get this done?

You can have them completed in your state by a fingerprint service provider, usually at a law enforcement location. Your local police department or county sheriff’s office can perform the fingerprinting for the ink cards or direct you to a provider that can perform the service. There will most likely be a fee payable to that agency to roll the ink fingerprints.

I am submitting out-of-state fingerprint cards with my application packet, is there an extra fee? If so, does it have to be a separate payment?

Yes, the fingerprint card fee is an additional $49, making your total fees for the application processing and fingerprints $149. This may be all on one payment made out to “CTC.”

Is there a way for me to check my fingerprint clearance status online?

Yes. If you have created an Educator Profile with the CTC, and we highly recommend that you do, you can log into your profile to see your fingerprint status at any time. You may create your online educator profile by going to www.ctc.ca.gov, clicking on the Educator Login button and then clicking on the Create Educator Account link.

Employment in California

How and when do I start looking for open teaching positions?

You may start looking for employment at any time. EDJOIN is used by most districts and counties in California, but don’t overlook other job posting websites such as our Educational Opportunities Board), where you can find information about teacher recruitment and hiring fairs, job postings you can apply for, and contact information for hiring districts and charter schools.

When you can start a teaching position will be decided by the employing agency (district, charter school, etc). Employers can assist with submitting your application packet, request a Temporary County Certificate from their county office of education to allow you to begin working while your credential application is being processed, and even request an expedited review of your pending application. Whether or not an employing agency will interview an applicant with a pending credential application is up to individual employing agencies.

Will my years of teaching experience be considered for my California salary?

All hiring, benefits, and salary-related issues are outside the purview of the Commission and must be addressed by your California employer.

Do I need the English Learner Authorization or Emergency CLAD Permit to be hired in California?

Possibly. You may have noticed that many California employers list the English Learner Authorization as a prerequisite to be hired. In most cases, out-of-state teachers do not have this authorization on their first California credential. If you find yourself in this situation, you can ask the employer to put you on an Emergency CLAD Permit. This is a one-year permit that gives you an English Learner Authorization so that they can hire you. This will give you time to earn the full authorization. This is very common for out of state prepared teachers. The full authorization may be earned by examination (CTEL), an approved California CTEL program of coursework, or a combination of exams and coursework approved by a CTEL program sponsor. Miscellaneous Questions

Do I need a Certificate of Clearance to be issued my teaching credential?

No. A Certificate of Clearance is a type of background check that is usually only required for people currently completing a teacher preparation program who need clearance for student teaching. You are not required by the Commission to hold one for the issuance of your credential. However, some employers may ask you to apply for one, in which case you would have to comply with the employer’s requirements.

What if I have Middle School authorizations on my out-of-state credential?

California does not issue middle-level specific credentials. Intermediate and middle schools in California may hire educators with Multiple Subjects credentials to teach the self-contained classes in the lower grade levels, and hire Single Subject credential holders for the upper grade level positions. If you have only a middle-level grade authorization on your out-of-state license, you may apply for the Multiple Subjects credential or the Single Subject Credential, but not both. In this scenario, your preliminary credential may have a subject matter renewal requirement listed.

  • If you have an elementary-grades (self-contained classroom) teaching authorization in addition to a middle grade authorization, you are only eligible to apply for the Multiple Subject Credential.
  • If you have secondary-level specific subject authorization (typically 6th-12th grades) in addition to a middle grade authorization, you may only apply for the Single Subject Credential.

What if my out-of-state license is issued in "Special Education"?

If your out-of-state license is issued in "Special Education" or in a specialty area that does not align with a California specialty area, you may be issued a California Preliminary credential based on completion of an out-of-state generic program in one of the following specialty areas: Mild to Moderate Support Needs, Extensive Support Needs, or Early Childhood Special Education. Please note that you will need to select one and only one of these options when you apply for your California credential.
