This application pathway authorizes a route for direct application to the Commission to request credentials and permits for active military servicemembers and/or their dependent spouse or domestic partner when transferred to California for active military service.

Who is eligible to apply:

  1. Active duty military personnel.
  2. Spouses or domestic partners of active duty personnel.
  3.  Surviving spouses or domestic partners of military personnel who died during assignment in active military service within the last 12 months. 

What credentials or permits are eligible:

This application route is available for holders of professional credentials and permits that are comparable to professional credentials and permits issued in California.  The credential or permit shall be valid only for the duration of the military service and is not renewable.  The authorization or authorizations issued will be comparable to that of a preliminary-level comparable California credential.

  5. Designated Subjects Adult Education Credentials

The following are not appropriate credentials or permits for this application pathway:

  1. Intern credentials.
  2. Emergency credentials and permits.

Your Application Packet

Please submit the following materials by mail to the Commission:

  1. Completed Application Form 41-4
  2. Copy of valid out-of-state professional license authorizing services in public school settings. The document must be valid as of the date that the application is received at the Commission.
  3. Copy of military orders showing relocation to California.
  4. Copy of the military dependent ID card (if the applicant is the spouse or domestic partner of a military servicemember)
    1. If the applicant is the surviving spouse or domestic partner of military personnel who died during active duty assignment within the last 12 months, a copy of the death certificate must be included.
    2. Registered domestic partners of military servicemembers who do not hold a military dependent ID card must submit a copy of the registered verification for the domestic partnership.
  5. Appropriate fingerprint information and any applicable fees.

Processing time:

Once application information has been entered into the educator’s record, applications requested by military personnel or dependent spouses or domestic partners of active duty military personnel for credentials or permits will be reviewed on an expedited basis.

Terms and Definitions

1. Professional credential:

A credential issued in another state that authorizes services in public school settings and requires completion of an approved program or approved coursework to meet the requirements to be issued said credential.  The credential must be valid at the time the application is received at the Commission.
