History-English Learner Authorizations

Previous Regulations (1994)

On July 1, 1994, the Commission implemented a new certification structure for authorizations to teach English learners: Crosscultural, Language and Academic Development (CLAD) ( CL-628C) and Bilingual, Crosscultural, Language and Academic Development (BCLAD) ( CL-628B) authorizations. These authorizations were made available through coursework or examinations for certificates and Commission-approved college or university programs for emphasis credentials. CLAD and BCLAD Emphasis credentials could be earned through Commission approved Multiple or Single Subject Teaching Credential programs. This new certification structure replaced the programs and examinations under the previous structure. However, authorizations issued under the previous structure remain valid. In general, the CLAD authorizes the same services as the Language Development Specialist Certificate (LDS), and the BCLAD authorizes the same services as the Bilingual Certificate of Competence (BCC).

These programs combine the competencies of the CLAD/BCLAD domains of skill and knowledge with standard coursework and the student teaching experience. Once a candidate completed an emphasis program, a formal IHE recommendation would be required for issuance of the Multiple or Single Subject Teaching Credential with a CLAD or BCLAD Emphasis listed on the credential.

When an individual holding a Multiple Subject Teaching Credential with a BCLAD or CLAD emphasis applies for the Single Subject Teaching Credential (or vice versa), the Commission will automatically add the emphasis to the new teaching Credential (see credential leaflet CL-621A). There is no need for a college or university to recommend for the second credential authorization.

New Regulations (2009)

Assembly Bill (AB) 1871 was signed by the Governor on September 30, 2008. AB 1871 requires the Commission to implement new English learner authorizations and end the use of the current English learner authorizations. Changes in the implementation of this bill created new English learner authorizations, bilingual authorizations, and for holders of valid prerequisite documents that are no longer initially issued by the Commission, a document titled Educator Authorization (C8).

Important Dates:

  • December 31, 2011 – Deadline to recommend based on a previous Bilingual Emphasis programs
  • September 15, 2010 – First day Commission starts listing new authorization statements and the Educator Authorization document.
  • July 1, 2009 – First issuance date of documents with the new authorization statements.

AB 2248 – Out-of-State Bilingual Authorizations

Assembly Bill 2248 (Chap. 103, Stats, 2016) was signed by the Governor on July 25, 2016 and became effective on January 1, 2017. The bill allows an individual who holds a valid California teaching credential or permit and is able to present a professional-level out-ofstate credential with a comparable bilingual authorization to earn a California bilingual authorization. Certificate of Completion of Staff Development (CCSD)

Teachers have also been authorized to teach English learners through the provisions of Senate Bill 1969. These certificates were earned through staff development offered by a school district, county office of education, institution of higher learning or other agency. The Commission currently serves as a repository for SB 1969 Certificates. A school district, county office of education, institution of higher learning or other agency filed a Certificate of Completion of Staff Development by using form (41-CCSD). Senate Bill 395, which became effective on January 1, 2000, amended Education Code 44253.10 and created a transition to Commission approval of Staff Development programs and Commission issuance of the Certificate of Completion.

Individuals who completed requirements under this option are authorized to teach using SDAIE methodology in the areas of their basic credential and to teach ELD methodology within the grade, setting, and content area of the credential. This option for obtaining the CCSD had a sunset date for teachers holding multiple subject, single subject, or education specialist credentials on January 1, 2008. Please see Coded Correspondence  07-16 for more details.
