Expedite Request Guidance for Employers

Criteria 

In order to request an application to be expedited, the request must be submitted by the Credential Analyst/HR Personnel. They must provide a county/district/school (CDS) code, and the application must be at an online status of “Pending Evaluation.” 

Expedite requests will only be considered for employment purposes, which are limited to the following three reasons:

  • The LEA wants to make an immediate offer of employment
  • The educator is in immediate jeopardy of being removed from their position
  • The educator is at risk of having their pay withheld (does not apply to salary advancement purposes)

Please allow at least 7-10 business days for the outcome of the evaluation to be posted to the Commission’s website (whether granted or returned for additional information). This timeframe does not include additional time that may be required for fingerprint or professional fitness review. An application pending with the Fingerprints Unit or Division of Professional Practices cannot be expedited.

 

How to Submit an Expedite Request

When completing the form: 

  • Requestor Type: Select “I am a Public School Employer/Program Sponsor and am inquiring about an educator or CTC Policy”
  • Category: Choose “Expedite Request” from the drop-down menu
  • Comments: Please include the template below:

Only one expedite request can be included with each Contact Us form. Lists or batches of multiple expedites submitted together will not be accepted. In addition, only one expedite request per individual, per school year, will be considered. 

Expedite Request Guidance for Educators

The Commission will only consider requests to expedite the processing of applications (subject to the 50-day processing time) from a California public school district, county office of education, charter school, or other entity that has a county/district/school (CDS) code issued by the California Department of Education (CDE). The Commission will not consider requests from private employment agencies or companies, or individual educators. Requests can only be considered if the application has been received by the Commission and is at an online status of “Pending Evaluation.”  

Please contact your employer to inquire about their ability to request that your application be expedited. 

County-District-School (CDS) Code

The Commission will only consider requests to expedite from a California public school district, county office of education, charter school, or other entity that has a county/district/school (CDS) code issued by the California Department of Education (CDE).  

The California School Directory (CA Dept of Education) contains information about California public schools, private schools (including nonpublic, nonsectarian schools), school districts, and county offices of education.

Expedite Request FAQ

Can an online recommendation from an approved program be expedited?

Online recommendations submitted by a program sponsor at an approved program cannot be expedited as they are processed within the same timeframe as an Expedite Request. Please allow at least 7-10 business days from the date the educator completed/paid for the recommendation for the outcome of the evaluation to be posted to the Commission’s website (whether granted or returned for additional information). 

I recommended an educator for an online Substitute Permit, but they submitted a direct application instead. Can the application be expedited?

Yes, the application meets the criteria for an expedite. You may refer to How to Submit an Expedite Request above. 

The application status is not "Pending Evaluation". Can the application be expedited?

Paper applications must go through an intake process (received, sorted, payment cashed, and entered into the database) before they show as “Pending Evaluation” online. If the payment included with the paper application packet has been deposited, the application has been received but is still going through the intake process. The expedite request can be submitted as soon as the application is showing as “Pending Evaluation” on CTC Online.

The application status is “Pending Additional Evaluation”. Can the application be expedited?

There is no expedite procedure for applications pending additional evaluation with the Division of Professional Practices or the Fingerprints Unit.  

Can a Form 41-NC be expedited?

There is no expedite procedure for name changes. The Commission processes Form 41-NCs and any returned supporting documents in the order in which they are received, which is typically within four weeks. However, as we receive a high volume of Form 41-NCs, our processing times vary. 

I am a private employing/staffing agency assigning an educator to a public school. Can I have the application expedited?

The Commission will not consider requests from private employment agencies or companies. You may contact your local County Office of Education to inquire about their ability to request that the application be expedited.
