    The holder of this Certificate of Eligibility has completed the college or university program and all other requirements for the Preliminary Level I Education Specialist Instruction Credential and is authorized to seek employment in a position providing direct instruction to special education students as specified in the authorization statement. The Preliminary Level I Credential will be issued when the holder submits (1) verification of employment in a appropriate position on a form provided by the Commission, and (2) an application form and appropriate fee to the Commission on Teacher Credentialing. The fee for the Preliminary Level I Credential has been established at one-half of the application fee in effect at the time the application is submitted.
