I Earned My Preliminary/Level I Education Specialist Credential Through Out of State Preparation

    RC - Complete the California Basic Skills Requirement. You must provide the passing Basic Skills Exam score report within the first year of issuance of your document to a public school employer to remain eligible for employment. The report would not need to be submitted to the Commission until you have completed all your renewal requirements and are ready to upgrade to the clear credential. Additional information on clearing this requirement can be found in Leaflet CL-667.

    RSN - Complete a Commission-approved Induction Program.

    RSGN - Complete a Commission-approved Induction Program.

    RSG - Obtain an equivalency evaluation from a Commission approved Special Education Preliminary program in the specialty area listed on your credential.

    RS2 - Complete the professional level requirement by one of the following options:
    REL - Earn the English Learners Authorization (ELA1) or Crosscultural, Language and Academic Development (CLAD) Certificate. Requirements for the ELA1 authorization or CLAD Certificate may be satisfied by course work completed through a Commission-approved California Teachers of English Learners (CTEL) program, passing the appropriate Commission-approved examinations, or through a combination of exams and course work. Note that when completing the CTEL exams to clear the REL requirement you will must submit a completed application and fee to the Commission to request the CLAD Certificate or ELA1 Authorization. The Commission does not automatically add the authorization once the exams are passed. Additional details can be found in Leaflet CL-628c.       

I Earned my Preliminary/Level I Education Specialist Credential Through Preparation Outside the United States

    RC - Complete the California Basic Skills Requirement. You must provide the passing Basic Skills Exam score report within the first year of issuance of your document to a public school employer to remain eligible for employment. The report would not need to be submitted to the Commission until you have completed all your renewal requirements and are ready to upgrade to the clear credential. Additional information on clearing this requirement can be found in Leaflet CL-667.

    RSG - Obtain an equivalency evaluation from a Commission approved Special Education Preliminary program in the specialty area listed on your credential.

    RSN - Complete a Commission-approved Induction Program.

    RSGN - Complete a Commission-approved Induction Program.

    RSMC - Satisfy California's Subject Matter Competence (SMC) requirement. Individuals may verify subject-matter competence by passing all portions of the California Subject Examinations for Teachers (CSET).

    READ - Pass the Reading Instruction Competence Assessment (RICA) examination OR complete a course in Developing English Language Skills, including Reading. Course must be research-based and includes the study of phonemic awareness, spelling patterns, early intervention techniques, ongoing diagnostic techniques, and a strong literature, language, and comprehension.

    US - Complete a two semester unit (or three quarter unit) course taken at a regionally-accredited college or university on the provisions and principles of the U.S. Constitution from a regionally-accredited college or university; OR pass an examination in the provisions and principles of the U.S. Constitution given by a regionally-accredited college or university.

    NSEP - Complete a minimum of two semester unit of regionally-accredited coursework in non-special education pedagogy related to teaching basic academic skills and content areas.

    NSEE - Complete one of the following:
    • One semester unit of regionally-accredited supervised field experience coursework with general education students, OR
    • Complete 45 clock hours of experience with non-special education students, as verified by your employer.

    HEAL - Complete a regionally-accredited course in Health Education, including, but not limited to, nutrition, the physiological and sociological effects of alcohol, narcotics, and drug abuse, and the use of tobacco. Must also include CPR certification covering Infants, Children, and Adults.

    COMP - Complete a regionally-accredited course in general and specialized skills in the use of computers in an educational setting OR pass the Preliminary Educational Technology Test
