Allows you to:

Teach all subjects in a self-contained General Education classroom or in a core setting and is most frequently used in elementary schools, K-8 schools, and middle schools.

You will need to obtain your fingerprint clearance specifically for the Commission. If you already have valid fingerprints on file with the Commission, it is not necessary to fingerprint each time you apply for a credential or permit. However, if your fingerprints are expired then you must re-establish fingerprints. Details on how to check your fingerprint status can be found at Check Application Status.

The online application will require you to answer questions related to your professional fitness. Please review How to Complete the CTC Online Professional Fitness Questions before completing the application. If you must answer "yes" to any of the professional fitness questions, please gather all documentation, including any required police reports, certified court records, and miscellaneous documents related to the incident and have them ready to upload as attachments along with the materials for verifying academic requirements listed below. If any of the records have been purged or are otherwise not available, provide an original statement from the agency on its official letterhead verifying that fact.

ItemImportant Details and Tips
Transcripts showing conferral of a bachelor's degree or higher
  • The college or university must be regionally accredited.
  • If you earned your degree outside of the U.S., you cannot provide the official transcripts. You must obtain a foreign transcript evaluation from an approved agency.
  • Submitting paper transcripts or foreign transcript evaluations: 
    • Upload a scan of the original, official paper transcripts or foreign transcript evaluation. Clear photographs will also be accepted. All pages, front and back, must be included in the upload. 
  • Submitting electronic transcripts or foreign transcript evaluations:
    • Upload the original file sent to you by the college, transcript service provider, or foreign transcript evaluation agency.
Subject matter competence
  • The options for meeting subject matter competence can be found in #2 under the section Requirements for All Single Subject and Multiple Subject Teaching Credentials on CL-834.

    RICA
    • Upload official score report of passing RICA.
    • In order to be valid, the exam must have been passed within the past 10 years.
     Course in Developing English Language Skills, including Reading
    • Course must be research-based and includes the study of phonemic awareness, spelling patterns, early intervention techniques, ongoing diagnostic techniques, and a strong literature, language, and comprehension component.
      • There is no specific course that must be taken. Any course that meets the guidelines above will be considered.

     U.S. Constitution

     Option 1: Course

    • Complete a 2 semester unit (or 3 quarter unit) course in the provisions and principles of the U.S. Constitution at a regionally accredited college or university.
      • There is no specific course that must be taken. Any course that meets the guidelines above will be considered.
    • Upload the course description from the college or university's website or course catalog.

     Option 2: Exam

    • Pass an examination in the provisions and principles of the U.S. Constitution given by a regionally accredited college or university.
    • Upload the certificate of passing.
     Computer Education

     Option 1: Course

    • Complete foundational computer education course work which includes general and specialized skills in the use of computers in educational settings.
      • There is no specific course that must be taken. Any course that meets the guidelines above will be considered.
    • Upload the course description from the college or university's website or course catalog.

     Option 2: Exam

     Verification of 3-5 years of private school teaching experience
    • Experience must be in elementary education and gained at a regionally accredited private school. Experience must be full-time and indicate beginning and ending dates of hire.
    • Signed by director of personnel.
    • The letter must be a scanned copy of an original letter or an electronic PDF. If the letter is a scanned copy, the original letter that was scanned must be signed with a wet ink signature. If the letter is an electronic PDF, it must be signed with an acceptable electronic signature. Screenshots are not acceptable.
    • Must be on official school letterhead of the school where the applicant was employed.
    • Service record forms will also be accepted in lieu of a letter, as long as they contain all the required information.
     Two rigorous performance evaluations OR a supplemental evaluation letter

    • Upload evaluations of at least two years of teaching with a rating of "satisfactory" or better in ALL of the following teaching effectiveness areas:
      • The use of teaching strategies that motivate all students to engage in the learning process.
      • The ability to establish and maintain high standards for student behavior.
      • A demonstration of deep knowledge of the subject taught and the use of appropriate instructional strategies that promote student understanding.
      • An ability to plan and implement a sequence of appropriate instructional activities.
      • An ability to evaluate and assess student achievement.
      • An ability to communicate effectively by presenting ideas and instructions clearly and meaningfully to all students.
    • Evaluations must correspond to at least two years of the verified experience in the letter and at least one of the evaluations must be within the last two years of teaching.
    • Scanned copies or an electronic PDF are acceptable but screenshots are not acceptable.
    • Must be summative year-end evaluations, we cannot accept single classroom observations, self-reflections, or letters of recommendation.

    • Letter must verify applicant satisfactorily met the six teaching effectiveness areas described in Option 1.
    • The evaluation letter must correspond to at least two separate years of full-time teaching, including service from within the last two years of teaching.
    • The supplemental evaluation letter must be a scanned copy of an original letter or an electronic PDF. If the letter is a scanned copy, the original letter that was scanned must be signed with a wet ink signature. If the letter is an electronic PDF, it must be signed with an acceptable electronic signature. Screenshots are not acceptable.
    • Must be on official school letterhead of the school where the applicant was employed.
    • Signed by the applicant's private school principal or school administrator.
     Completion of a professional preliminary teacher preparation program in elementary education, excluding student teaching, at a regionally accredited college or university
    • The letter for California prepared teachers must verify completion of a SB 2042 program with the exception of student teaching.
    • Program must contain:
      • Coursework in the methods of teaching classes and organizing curricula in elementary school
      • Foundations course work in which candidates predominantly study concepts
      • Information or principles that are presented as basis for effective school practices, and that are present especially for candidates to learn as prospective teachers.
    • Signed by the Dean of Education (or appropriate authorized individual) on official letterhead of the college or university.
