  • Effective January 1, 2000, this legislation requires the Commission to issue a certificate based on the completion of staff development that authorizes the holder to teach English language development (ELD) and/or specially designed academic instruction delivered in English (SDAIE) to English learners. This modified and extended SB 1969 until January 1, 2005. AB 2913 subsequently extended these provisions until January 1, 2008.
