California has more than two-hundred approved institutions of which about a third offers a preliminary teacher preparation program.  Approved institutions that offer initial teaching credential programs are mandated to annually submit Title II reports to the U.S. Department of Education.

This page provides recent trend data of the number of Commission-approved institutions that submitted Title II reports, candidate enrollment, clinical experience participants, program completers and state pass rates. Commission-Approved Institutions and Reports

Commission-approved institutions are distinguished by four main segments: California State University (CSU), University of California (UC), Private/Independent Institution and Local Education Agency (LEA). Institutions of Higher Education (IHEs) consist of CSUs, UCs and private/independent institutions that offer traditional and or alternative, IHE-based programs.  LEAs are approved to offer alternative, not IHE-based programs.

Total Enrollment

Total enrollment includes the number of enrolled candidates and program completers.  Enrolled candidates are defined as individuals who have been enrolled into a teacher preparation program but have not yet completed the program in the reported academic year.  Program completers are defined as individuals who have met all teacher preparation program requirements in the reported academic year.  An individual will be counted as either an enrolled candidate or program completer.

Program Completers

Program completers include individuals who have met all of the teacher preparation program requirements in the reported academic year.  Enrolled candidates who complete the program within the same reporting year will be considered as program completers.  To be issued an initial teaching credential, program completers must also meet additional state credential requirements.  Starting in 2018-19 academic year, demographic data for program completers will be reported by institutions. Supervised Clinical Experiences

Teacher preparation programs were required to provide the number of full-time equivalent faculty and adjunct faculty supervising in clinical experience, including supervised candidates during the reported academic year. Additionally, traditional programs reported the number of clinical experience hours prior to student teaching and for student teaching during the academic year.

State Exam Pass Rates

Pass rate information in the reported academic year provides aggregate data for candidates who have enrolled or completed a preliminary teacher preparation program in California, and have taken examinations to fulfill any of their credential requirements.  Three specific examinations may be taken to earn an initial teaching credential: the California Basic Educational Skills Test (CBEST), the California Subject Examinations for Teachers (CSET) and the Reading Instruction Competence Assessment (RICA).  For more information about the exams, please review the Examinations for Teacher Certification leaflet.

Starting in 2018-19 academic year, Teaching Performance Assessment for enrolled candidates in the Multiple Subject and Single Subject programs will be reported by institutions.  Data are available in the State Highlights and Reports by Institution pages.
