California has more than two-hundred approved institutions of which about a third offers a preliminary teacher preparation program.  Approved institutions that offer initial teaching credential programs are mandated to annually submit Title II reports to the U.S. Department of Education.

This page provides recent trend data of the number of Commission-approved institutions that submitted Title II reports, candidate enrollment, clinical experience participants, program completers and state pass rates. Commission-Approved Institutions and Reports

Commission-approved institutions are distinguished by four main segments: California State University (CSU), University of California (UC), Private/Independent Institution and Local Education Agency (LEA). Institutions of Higher Education (IHEs) consist of CSUs, UCs and private/independent institutions that offer traditional and or alternative, IHE-based programs.  LEAs are approved to offer alternative, not IHE-based programs.

In Figure 1, the data display the number of institutions, including by segment that have submitted a Title II report in the last four years.  In Figure 2, the data display the number of Title II reports submitted by institution, including by program route in the last four years.  Institutions must submit more than one report if they offer more than one program route (Traditional, Alternative, IHE-based, and Alternative, not IHE-based) pathway.

Candidate Enrollment

Candidate enrollment includes individuals who have been enrolled into a teacher preparation program, but have not yet completed the program in the reported academic year.  In Figure 3, the data display the number of enrolled candidates, including by program route in the last four years.  Figure 4 displays the number of enrolled candidate by gender, and Figure 5 displays candidate enrollment by race/ethnicity.  Providing gender and race/ethnicity information is optional.  Therefore, the total reported by gender and race/ethnicity may not necessarily add up to the total number of candidates enrolled.

Supervised Clinical Experiences

Teacher preparation programs were required to provide the number of full-time equivalent faculty and adjunct faculty supervising in clinical experience, including supervised candidates during the reported academic year.  Figure 6 displays the number of faculty and candidates participating in clinical experiences in the last four years.

Program Completers

Program completers include individuals who have met all of the teacher preparation program requirements in the reported academic year.  Enrolled candidates who complete the program within the same reporting year will be considered as program completers.  To be issued an initial teaching credential, program completers must also meet additional state credential requirements.  Figure 7 below displays the number of program completers, including by program route in the last four years.  Demographic data are not collected for program completers.

State Exam Pass Rates

Pass rate information in the reported academic year provides aggregate data for candidates who have enrolled or completed a preliminary teacher preparation program in California, and have taken examinations to fulfill any of their credential requirements.  Three specific examinations may be taken to earn an initial teaching credential: the California Basic Educational Skills Test (CBEST), the California Subject Examinations for Teachers (CSET) and the Reading Instruction Competence Assessment (RICA).  For more information about the exams, please review the Examinations document.

Figure 8 below displays the average percent of the state pass rates for enrolled candidates and program completers in the last four years.  The pass rates include data for all exams (CBEST, CSET and RICA).  In Figure 9, pass rate data are displayed by the specific type of exam and type of enrolled candidates including all program completers.
