2A: Proposal to Update the Transition Timeline of Education Specialist Programs to New Standards and Development of an Education Specialist Teaching Performance Assessment
This agenda item provides information on the plan for approved Education Specialist preparation programs to transition to the newly adopted Program Standards. The item also presents a plan for developing an Education Specialist teaching performance assessment.

2B: Program Standards for Early Childhood Special Education Added Authorization Programs
This agenda item presents updated program standards for the Early Childhood Special Education Added Authorization (ECSE AA) programs. The updated ECSE Added Authorization standards are aligned with the recently updated Preliminary Early Childhood Special Education program standards.

2C: Clarification of the Expectations for Concurrent Bilingual Authorization Candidates Related to the Teaching Performance Assessment Requirement
This agenda item reviews the direction provided by the Commission at the February 2019 meeting. Advocates of bilingual education have raised concerns regarding specific points in the guidance language. The agenda item identifies these aspects for further Commission discussion and potential staff direction.

2D: Proposed Adoption of Passing Score Standards for the Redeveloped California Teaching Performance Assessment
This agenda item provides (a) foundational information about the standard setting process for Commission examinations and (b) recommendations for passing score standards for the redeveloped California Teaching Performance Assessment (CalTPA).

2E: A Proposal to Streamline the Single Subject Matter Program Standards and Review Process
This agenda item presents a proposal to streamline the program standards and review process for Single Subject Matter programs. The streamlining would bring the Single Subject Matter program standards and review process into alignment with the more recently adopted Elementary Subject Matter program standards and review process.

2F: Proposed Definitions for Pathways to a Preliminary Teaching Credential for Use in the Accreditation Data System
This agenda item proposes definitions for pathways offered by preliminary teacher preparation programs for use in the Commission’s Accreditation Data System (ADS).
The Commission will go into Closed Session, to consider adverse actions, Petitions for Reinstatement, Decisions and Orders, and Proposed Decisions, in discipline cases while in Closed Session pursuant to California Education Code sections 44245, 44248, and Government Code section 11126. The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.
