This agenda item provides information about the selection process for appointments to the Committee of Credentials. Applications submitted to the Commission prior to the posting of this item are attached. Any additional applications will be brought in an insert on the day of the meeting.

3A: Annual Report of the Committee on Accreditation
This agenda item presents the 2017-18 Annual Accreditation Report from the Committee on Accreditation (COA).

3B: Update on State-Funded Grant Programs
This agenda item presents an update on five state-funded grant programs: the California Classified School Employee Teacher Credentialing Program; the Integrated Teacher Preparation Program; the California Center on Teaching Careers; the Teacher Residency Grant Programs (Capacity, Expansion, and Residency); and the Local Solutions to the Shortage of Special Education Teachers Grant Program. This agenda item also presents the 2018 annual report on the California Classified School Employee Teacher Credentialing Program as required by statute for Commission review and approval to transmit to the Legislature.

3C: Assignment Monitoring of Certificated Staff in California by County Offices of Education 2015-2017, a Report to the Legislature
This agenda item is provided in response to Education Code §44258.9, which requires the Commission to report to the Governor and Legislature biennially on assignment monitoring data for certificated employees.

This agenda item provides an update on the work related to the Commission’s Intern Program Early Completion Option. The update includes an option to pursue a change in statute to carry out the Commission’s previous directives on this topic.

3F: Initial Employment of New Teachers in California
Commission staff conducted a pilot study of the 2012-13 cohort of newly credentialed teachers focused on initial employment rates between 2013 and 2018. The intent of this pilot effort was to develop a better understanding of employment patterns and factors affecting teacher retention. Staff will present the findings of this pilot study during the Commission meeting for discussion and feedback, with the intent of including these kinds of data analyses in the annual Teacher Supply Report in the future.

4A: Division of Professional Practices Workload Report
This agenda item provides a report on the Division of Professional Practices’ current workload.

4B: Committee of Credential Vacancies for Fiscal Year 2019-20
The Commission will review the terms of the current members of the Committee of Credentials and will declare vacancies for one school administrator member and one secondary teacher member and one public member.

4C: Division of Professional Practices’ and Committee of Credentials’ Workload and Statutory Framework – Efficiency, Due Process, and Public Safety Implications
This item addresses the existing challenges to efficiency, due process, and public safety, created by the rising workload of the Division of Professional Practices and Committee of Credentials, as well as the statutory framework currently governing the educator disciplinary process.
