The Out-of-State Credential Ladder Graphic shows the steps that a teacher from another state can take to obtain a California teaching credential.

  1. Out-of-state license. The first step is for the educator to apply to transfer their credential to California.

  2. Preliminary credential. After applying, the second step is for the educator to be issued their Preliminary credential, which is valid for 5 years. During this time, they must complete their requirement(s) in order to clear their credential.

  3. Clear credential. After completing their requirements, the third and final step is for the educator to be issued their Clear credential, which is valid for 5 years and renewable.
