The Commission issues teaching intern credentials, permits and waivers for the Multiple Subject Teaching Credential, Single Subject Teaching Credential and the Education Specialist Instruction Credential.  Teaching intern credentials, permits and waivers are employer restricted documents.  School districts that are unable to fill a teaching position with a fully credentialed teacher may request to employ as the teacher of record an individual who holds a teaching intern credential, permit or waiver. 

Assembly Bill 471 (Chap. 381, Stats. 1999; Education Code §44225.6) requires the Commission to report to the Governor and Legislature each year on the number of teachers who received credentials, permits and waivers to teach in California public schools.  The data for the number of credentials issued are available on the Teacher Supply: Credentials page.

Teaching Intern Credentials Issued in the Last Five Years

Data below display the number of new teaching intern credentials, including by subject area, in the last five years. There are two types of intern credentials: 1) university intern, and 2) district intern.  University intern credentials are issued to individuals who are enrolled in an Institution of Higher Education (IHE) teaching preparation program and have completed the preservice requirements.  IHEs work with local education agencies to support university intern candidates who are employed in a school while completing credential requirements.  District intern credentials are issued to individuals who are enrolled in a Commission-approved district intern program specifically sponsored by the local education agency.

Teaching Permits Issued in the Last Five Years

Data below display the number of new teaching permits, including by subject area, in the last five years. There are four types of teaching permits: 1) Short-Term Staff Permit (STSP), 2) Provisional Internship Permit (PIP), 3) limited assignment, and 4) Teaching Permit for Statutory Leave (TPSL). The STSP was developed to address a school district's "acute staffing need" to fill a classroom immediately based on an unforeseen need.  The PIP was developed to address the “anticipated staffing need” of when a school district is aware that a position will be open and conducts a diligent search for a credentialed teacher, but is unable to recruit one.  PIPs are for intern candidates who have not yet achieved subject matter.  The limited assignment permit was developed to fill the school district’s teaching position vacancies by allowing fully credentialed teachers to teach outside their authorized areas while completing the requirements to earn the required authorization.  The TPSL was developed to fill a position where the teacher of record is unable to teach due to statutory leave. The TPSL is reported separately as TPSL holders may not be teaching in the same classroom for the entire school year.

Teaching Waivers Issued in the Last Five Years

Data below display the number of new teaching waivers, including by subject area, in the last five years. When a fully credentialed teacher, intern credential holder, or permit holder cannot be found to fill a teaching position, waivers are the final option to address the school district’s staffing needs.  Waivers are issued or denied based upon the criteria and factors such as the school district’s continuing needs; the support the school district will provide to the applicant; or extenuating, extraordinary and unanticipated circumstances.

Note: Waivers with County = Null and an Institute of Higher Education (IHE) school district indicate that the restriction on the document is tied to a Commission-approved institution that recommended a Program Sponsor - Variable Term Waiver (PS-VTW). Commission-approved local education agencies may also be listed on the PS-VTW, but they will be associated with a county.
