This agenda item presents, as a part of the Initial Institutional Approval Process, Las Virgenes Unified School District’s responses to the Common Standards and Program Preconditions for consideration and possible Provisional Approval.

This agenda item provides a summary of the activities of work related to the Preliminary Education Specialist Credential and presents recommendations from the several Special Education Work Groups for the Commission’s consideration and potential action.

4D: Update on the Redevelopment of the Fresno Assessment of Student Teachers (FAST) and Request for Commission Authority to Waive the Professional Preparation Requirement for Candidates Participating in the FAST Field Test
This agenda item presents an update on the redevelopment of the FAST. It also recommends that the Commission grant waivers to candidates participating in the field test of the revised FAST in anticipation of full implementation of revised TPAs in 2018-19.

4E: Realignment of the Preliminary Administrative Services Content and Performance Expectations
This agenda item presents a final draft of the realignment of the content and performance expectations for the preliminary Administrative Services Credential, bringing them into closer alignment with one another and the California Professional Standards for Education Leaders (CPSEL).

4F: Initial Institutional Approval: Process for Non-Governmental Organizations and Community-Based Organizations
This agenda item presents information on the Initial Institutional Approval (IIA) Process for Non-Governmental Organizations (NGO) and Community-Based Organizations (CBO) to sponsor teacher preparation for STEM fields and proposed updates to the process.

4G: An Update on Changes to CAEP’s Annual Dues Formula
This agenda item presents information on the annual dues that the Council on the Accreditation of Educator Preparation (CAEP) charges the Commission, provides information on recent changes to the formula for determining the dues, and asks the Commission if the annual dues should be included in the Cost Recovery Fee process. 


Closed Session

The Commission will go into Closed Session pursuant to California Government Code section 11126, to consider the following pending litigation: Carroll v. Commission on Teacher Credentialing (Sacramento Superior Court, 34-2012-00135527-CU-OE). The Commission will also consider adverse actions, Petitions for Reinstatement, Proposed Decisions, requests for Reconsideration, and Proposed Consent Determinations in discipline cases while in Closed Session pursuant to California Education Code sections 44245, 44248, and Government Code section 11126. The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.

6A: Appeal of the Commission’s Denial of a Speech-Language Pathology Variable Term Waiver
This agenda item is brought before the Commission at the request of Ms. Dale Brodsky, Esq., on behalf of her client in this matter, Ms. Suzanne Okin. Ms. Okin is appealing the Commission's denial of reissuance of a Speech-Language Pathology (“SLP”) Variable-Term Waiver.  Certification staff denied Ms. Okin a waiver in strict compliance with the Commission’s 2015 SLP numerical limit policy.

6B: Requests to Waive the Regional Accreditation Requirement for a Bachelor’s Degree Needed for Certification
This agenda item presents five waiver requests submitted by Institutions of Higher Education (IHEs) on behalf of candidates who earned their Bachelor’s degrees at a time when their institutions were not regionally accredited.

6C: Proposed Amendments to Title 5 of the California Code of Regulations §80054.1 for Out-of-State Prepared Administrators
This agenda item proposes amendments to Title 5 of the California Code of Regulations §80054.1 to allow out-of-state prepared administrators with at least three years of full-time teaching or services experience to satisfy up to two years of the five-year experience requirement.

6D: Proposed Amendments to Title 5 CCR §80457 to Include a Definition of Private School Accreditation for Certification Purposes
This agenda item presents additional proposed modifications to the definition of regional accreditation outlined in the Title 5 section 80457, which would address the need for the Commission to promulgate regulations regarding the meaning of an “accredited private school” for certification purposes under Education Code section 44259.2.
