1A: Interview, Recommendation, and Appointment of Members for the Committee on Accreditation
This agenda item provides information about the finalists for open positions on the Committee on Accreditation (COA). After interviewing the finalists from institutions of higher education and K-12, the Ad Hoc Committee will select three new COA members to recommend to the Commission and may recommend additional individuals as alternates. The Commission will consider persons recommended and make appointments.

This agenda item provides an overview of California's requirements for teachers prepared out-of-state from 1970 to the present, to earn a California teaching credential.

This agenda item reviews for Commission discussion and potential modification, policies and regulations concerning the period of validity of examinations.

4C: Proposed Revision of Options for Meeting the Subject Matter Requirement for Multiple Subject Credential Candidates
This agenda item provides a review of current regulations that require multiple subject credential candidates to demonstrate their subject matter competence by passing the CSET, and do not allow completion of an approved subject matter program to waive this requirement. Staff recommends that the Commission amend its regulations to increase options for candidates seeking the Multiple Subject Teaching Credential.

4D: Request to Waive the Requirement that a Candidate Hold a Bachelor's Degree from a Regionally Accredited College or University
This agenda item contains a request from Academy of Art University (AAU) to waive the requirement that a candidate hold a bachelor's degree from a regionally accredited college or university, specifically for an AAU graduate, Jason Gilbertson.

5A: Teacher Supply in California, 2014-15 A Report to the Legislature
This agenda item asks the Commission to approve a report to the Governor and the Legislature on the number of teachers who received credentials, certificates, permits and waivers to teach in California public schools. During the presentation of this agenda item, recently developed dashboards on teacher supply and demand will be demonstrated.

5B: Accreditation Delivery Models for Teacher Preparation Programs, Options for Clinical Practice and Data Collection
This agenda item presents information on delivery models that Commission-approved teacher preparation programs may offer such as undergraduate, integrated, blended, and post-baccalaureate teacher preparation including the variety of options for clinical practice such as student teaching, intern, residency and co-teaching. The agenda item asks the Commission to provide direction so that when programs submit data, identifying the local delivery models and enrollment in each local model, that there are common definitions.

5C: Annual Report on Passing Rates of Commission-Approved Examinations from 2010-2011 to 2014-2015
This agenda item reports the passing rates of Commission-approved examinations. For each examination, the purpose of the examination, its structure, the scoring process, the examination volume, the first-time passing rate, and the cumulative passing rate are discussed. When available, the passing rate by demographic data is also discussed.

5D: Work Related to Establishing Reciprocity for Instructors of Adult Education
Senate Bill 173 (Chap. 545, Stats. 2014) requires the Commission on Teacher Credentialing and the Academic Senate for California Community Colleges to review the current requirements for adult education instructors, as specified, and develop recommendations for modifying or establishing reciprocity standards for these instructors. The recommendations from this work are to be submitted to legislative staff by July 1, 2016.

This agenda item provides the status of legislative measures on which the Commission has adopted a position and those of interest to the Commission.

Staff will present analyses of current bills impacting the Commission's work, including educator preparation and licensing bills, for the Commission to determine what, if any, position is appropriate. The analyses of each bill will summarize current law, describe the bill's provisions, estimate its costs and recommend amendments, if applicable.
