This agenda item provides a brief introduction to the State budget process, a review of the Commission's past year budget and policy issues, and presents the Commission's budget for the current fiscal year, including projected revenue for 2014-15.

4A: Potential Adoption of Revised Teaching Performance Expectations for Preliminary Education Specialist Teaching Credentials
This agenda item presents draft revised Teaching Performance Expectations (TPEs) for Preliminary Education Specialist Teaching Credentials for potential adoption by the Commission. The draft TPEs were revised and updated to align with Common Core State Standards and with revisions to expectations for effective teaching of English learners.

4B: Report of the 2013-14 Pilot of the edTPA and Review and Potential Approval of the edTPA for use in California
This agenda item provides information on the 2013-14 pilot of the edTPA and on the standard setting study conducted by the developers of the edTPA during the pilot, and presents a recommendation for the Commission's consideration concerning the potential approval of the edTPA for use in California. Representatives from The Stanford Center for Assessment, Learning, and Equity (SCALE) will be on hand to present and discuss the findings from the standard setting study and recommend a passing standard to the Commission.

4C: Specialized Single Subject Science Credentials and Alignment with the Next Generation Science Standards in California
This agenda item presents the rationale for eliminating Specialized Science teaching credentials once the Next Generation Science Standards (NGSS) are implemented.

4D: Adoption of Proposed Design Policies for Commission-Approved Teaching Performance Assessments (TPAs)
This item presents proposed revised design policies for Commission-approved teaching performance assessments. These design policies reflect ways to move implementation of the TPA system forward based on what has been learned in the past eight years of statewide TPA implementation, and to increase the reliability of scoring for all models and candidates.

5A: Proposed Addition to Title 5 of the California Code of Regulations Pertaining to a Complete Application Packet
This item presents a proposed addition to Title 5 of the California Code of Regulations to consolidate regulations listing items required for submission of a complete paper application to the Commission. This includes materials needed for both the Certification and Professional Practices Divisions.

5B: Policy Issues Pertaining to Supplementary and Subject Matter Authorizations Added to General Education Teaching Credentials
This item includes an overview of Supplementary and Subject Matter Authorizations in order to provide context for a discussion of key policy issues. Supplementary and Subject Matter Authorizations allow the holder of a prerequisite general education teaching credential to add one or more departmentalized content area authorizations to their credential. These two authorizations are based on limited coursework that is not part of a Commission-approved subject matter program and do not include subject-specific pedagogy. The required content and lack of pedagogy for educators earning these authorizations represent the two key policy issues presented in this item for Commission discussion and direction to inform future work.


Closed Session

The Commission will go into Closed Session pursuant to California Government Code section 11126(e), to consider the following pending litigation: Carroll v. Commission on Teacher Credentialing (Sacramento Superior Court, 34-2012-00135527-CU-OE), along with a personnel matter under Government Code section 11126(a).  The Commission will also consider adverse actions, petitions for reinstatement and requests for reconsideration in discipline cases while in Closed Session pursuant to California Education Code sections 44245, 44248, and Government Code section 11126(e).  The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.

4E: Study Session on Early Childhood Education Preparation and Licensing
This study session reviews the current requirements and preparation for educators of early learners. It discusses the requirement that the Commission review and update the Child Development Permit Matrix and make changes to the preparation for teachers of Transitional Kindergarten. Information on the various complexities of early childhood education in California is presented as context to begin this work.
