The order of business within each day may be changed without notice. All items may be re-ordered to be heard on any day of the noticed meeting. Persons wishing to address the Commission on Teacher Credentialing on a subject to be considered at this meeting are asked to complete a Request Card and give it to the Recording Secretary prior to the discussion of the item.

This agenda item is in response to Assembly Bill (AB) 471 (Chap. 381, Stats.1999), which requires the Commission report to the Governor and the Legislature each year on the number of teachers who received credentials, certificates, permits and waivers to teach in California public schools.

3A: Request for Consideration of Eminence Credential
The Governing Board of High Tech Middle Media Arts, a Charter School in San Diego County, by resolution adopted on June 15, 2006, in accordance with Education Code Section 44262, recommends to the Commission the issuance of a credential based on Eminence to Linda Libby in the subject of Drama and Theatre Arts.

4A: Update on the Proposed 2007-08 Governor's Budget
Staff will present an update on the Proposed 2007-08 Governor's Budget related to California Commission on Teacher Credentialing.

4B: Approval of Agreements Over $100,000 for Fiscal Year 2006-07 (Revised April 27, 2007)
Section 610 of the Commission Policy Manual (Contract Authority) requires that agreements or contracts of $100,000 or more be approved by the Commission. This item presents agreements that require approval.

6A: Draft Report on the Public Study Session Required by SB 1209 (Chap. 517, Stats. 2006) on Implications of Incorporating the Reading Instruction Competence Assessment (RICA) within the Teaching Performance Assessment (TPA)
Staff will present the draft report summarizing the implications of combining these two assessments, including the summary of public input received during the Study Session held by the Commission at the February 2007 meeting as required by SB 1209 (Chap. 517, Stats. 2006).

6B: Program Approval and Initial Accreditation
This agenda report presents recommendations for approval of program proposals submitted by local education agencies and institutions of higher education for single subject matter preparation programs and induction programs.

6C: Update on the Career Technical Education Advisory Panel
Staff will present a report on the selection composition and first meeting of the Career Technical Education Advisory Panel. In addition, the Commission will be provided with background about the current vocational credential system.


Closed Session

The Commission will go into Closed Session pursuant to California Government Code Section 11126 as well as California Education Code Sections 44245 and 44248. The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.

6D: SB 2042 (Chap. 548, Stats. 1998) Update on the Implementation of the Teacher Preparation Standards
This agenda item continues the discussion begun at the March 2007 meeting relating to the SB 2042 reform and work that is still to be completed. This item provides information on the policy issues related to preliminary teacher preparation under the SB 2042 reform. In addition, the item provides a historical look at standards development and a possible plan for periodic review and updating of educator preparation program standards.
