1A: Approval of the May 5, 2004 Executive Committee Minutes
Staff will recommend that the Committee approve the minutes of the May 5, 2004 meeting of the Executive Committee. After review, the Committee may approve, or amend and approve, the Minutes.
1B: Proposed Operational Efficiencies to Address Budget Concerns
Staff will present its review of current policies, regulations and statutes, and recommendations for further streamlining and efficiencies.
Appeals and Waivers Committee

2A: Approval of the Minutes
Staff will recommend that the Committee approve the minutes of the May 2004 meeting of the Appeals and Waivers Committee. After review, the Committee may approve, or amend and approve the minutes.
2B: Waivers: Consent Calendar
These waiver requests have been reviewed by staff and meet the criteria adopted by the Commission.
2C: Waivers: Conditions Calendar
These waiver requests have been reviewed by staff on the basis of criteria adopted by the Commission and special conditions for subsequent waivers are included.
2D: Waivers: Denial Calendar
These waiver requests do not meet the criteria for inclusion on a consent calendar and will be considered on an individual basis.
2E: Consideration of Credential Appeals
Consideration of credential appeals is held pursuant to Title 5, California Code of Regulations, Section 80514. Hearings are conducted pursuant to Government Code Section 11126(c) and Title 5, California Code of Regulations, Section 80516.

The Executive Director will recommend that the Commission approve the June 2004 Consent Calendar. After review, the Commission may approve, or amend and approve the Consent Calendar.

Staff will present an update on the developments of the proposed 2004-05 Governor's Budget as related to the California Commission on Teacher Credentialing.
4C: Third Quarter Report of Revenues and Expenditures for Fiscal Year 2003-04
Staff will present an update on the third quarter report of revenues and expenditures for Fiscal Year 2003-04 as related to the California Commission on Teacher Credentialing.

Staff will present the status of legislative measures that have a position adopted by the Commission.
5B: Analyses of Bills of Interest to the Commission
Agenda Insert for Item 5B (Posted June 7, 2004)
Staff will present analyses of educator preparation or licensing bills introduced by legislators. The analyses will summarize current law, describe the bill's provisions, estimate its costs, recommend amendments if applicable, and propose a recommendation. The Commission will be asked to take a position on the measures. Positions for the Commission to consider are: Sponsor, Support, Support if Amended, Approve, Approve if Amended, Seek Amendments, Watch, Disapprove, Oppose Unless Amended, and Oppose.

6A: Proposed Amendments and Deletions to Title 5 Sections 80048.3, 80413.1, 80457 and 80523.1
This agenda item is the third and final in the series of agenda items. Staff is proposing amending and deleting sections of Title 5 that have been changed due to statutory changes.
6B: A Report on the Assignments of Certificated Employees by County Offices of Education for Monitoring Cycle 1999-2003
This is a Legislative report analyzing assignment data submitted to the Commission over the four-year cycle of county monitoring activities from September 1999 through June 2003.
6C: Application For Eminence Credential [approximately 9Mb]
The Governing Board of San Gabriel Unified School District recommends to the Commission the issuance of a credential based on Eminence to Derek Yuill in the subject of Speech.
6D: Proposed Documents to Replace Emergency Permits
This agenda item presents the concepts presented at the May Commission meeting as options for the Commission to consider when replacing emergency permits.

7A: Update on the Implementation of SB 2042
This agenda item reviews the progress of the implementation of SB 2042 (Alpert/Mazzoni, Chap. 548, Stats, 1998), including a summary of the standards developed pursuant to this legislation, the number of professional preparation programs currently approved, technical assistance provided to program sponsors, research studies conducted, and next steps in the implementation process.
7B: Teacher Examination Study
This agenda item provides an overview of the Commission's examinations program and poses questions for discussion by the Commission.
