The order of business within each day may be changed without notice. All items may be re-ordered to be heard on any day of the noticed meeting. Persons wishing to address the Commission on Teacher Credentialing on a subject to be considered at this meeting are asked to complete a Request Card and give it to the Recording Secretary prior to the discussion of the item.

Staff will recommend that the Committee approve the minutes of the May 5, 2004 meeting of the Executive Committee. After review, the Committee may approve, or amend and approve, the Minutes.

1B: Proposed Operational Efficiencies to Address Budget Concerns  
Staff will present its review of current policies, regulations and statutes, and recommendations for further streamlining and efficiencies.

Staff will recommend that the Committee approve the minutes of the May 2004 meeting of the Appeals and Waivers Committee. After review, the Committee may approve, or amend and approve the minutes.

These waiver requests have been reviewed by staff and meet the criteria adopted by the Commission.

These waiver requests have been reviewed by staff on the basis of criteria adopted by the Commission and special conditions for subsequent waivers are included.

2D: Waivers: Denial Calendar 
These waiver requests do not meet the criteria for inclusion on a consent calendar and will be considered on an individual basis.

2E: Consideration of Credential Appeals
Consideration of credential appeals is held pursuant to Title 5, California Code of Regulations, Section 80514. Hearings are conducted pursuant to Government Code Section 11126(c) and Title 5, California Code of Regulations, Section 80516.

The Commission will meet in Closed Session pursuant to California Government Code Section 11126 as well as California Education Code Sections 44245 and 44248. The Commission will report out of Closed Session appropriately concerning any and all action taken or determinations made therein.

Staff will present analyses of educator preparation or licensing bills introduced by legislators. The analyses will summarize current law, describe the bill's provisions, estimate its costs, recommend amendments if applicable, and propose a recommendation. The Commission will be asked to take a position on the measures. Positions for the Commission to consider are: Sponsor, Support, Support if Amended, Approve, Approve if Amended, Seek Amendments, Watch, Disapprove, Oppose Unless Amended, and Oppose.

This agenda item is the third and final in the series of agenda items. Staff is proposing amending and deleting sections of Title 5 that have been changed due to statutory changes.

This is a Legislative report analyzing assignment data submitted to the Commission over the four-year cycle of county monitoring activities from September 1999 through June 2003.

The Governing Board of San Gabriel Unified School District recommends to the Commission the issuance of a credential based on Eminence to Derek Yuill in the subject of Speech.
