2A: Assignment Monitoring of Certificated Staff in California by County Offices of Education 2011-2015, A Report to the Legislature
This agenda item is provided in response to Education Code §44258.9, which requires the Commission to report to the Governor and the Legislature biennially on assignment monitoring data for certificated employees submitted by County Offices of Education.

3A: Initial Institutional Approval – Stage II: Eligibility Requirements for University of California, Merced
This agenda item presents, as part of the Initial Institutional Approval process, University of California, Merced’s responses to the Eligibility Requirements for consideration and possible approval by the Commission.

3B: Update on State-Funded Grant Programs
This agenda item presents an update on four state-funded grant programs: the California Classified School Employee Teacher Credentialing Program, the Integrated Teacher Preparation Program, the California Center on Teaching Careers, and the California Educator Development (CalEd) program. This agenda item also presents the 2017 annual report on the Classified School Employee Teacher Credentialing program as required by statute for Commission review and approval to transmit to the Legislature.

3C: Performance Level for Candidates Participating in the California Teaching Performance Assessment (CalTPA) Field Test
The Commission previously adopted an expected performance level for the passage of the pilot and field test versions of the redeveloped California Teaching Performance (CalTPA). This agenda item requests that the Commission make a slight adjustment to the expected performance level for candidates participating in the field test of the redeveloped CalTPA this year based on significant changes made to the assessment scoring rubrics following the pilot.

3D: Summary of the Work Related to Teacher Induction: Amending the Regulations to Define a Single Induction Experience for New Teachers
This agenda item presents information about new teacher induction and proposes amendments to Title 5 of the California Code of Regulations pertaining to teacher induction to define the requirements for a Clear teaching credential for both general education and special education teachers.

3E: Update on the Work Related to the Review and Updating of the Pupil Personnel Services Credential Program Standards
This agenda item provides an update on the work associated with the review and updating of the Pupil Personnel Services Credential Program Standards.
The Commission will go into Closed Session pursuant to California Government Code section 11126, to consider the following pending litigation: Carroll v. Commission on Teacher Credentialing (Sacramento Superior Court, 34-2012-00135527-CU-OE). The Commission will also consider adverse actions, Petitions for Reinstatement, Proposed Decisions, hearing transcripts, and requests for reconsideration in discipline cases while in Closed Session pursuant to California Education Code sections 44245, 44248, and Government Code section 11126. The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.

This study session reviews the current requirements and preparation for those seeking an Education Specialist credential. It also explores the rationale for changing the Education Specialist credential structure and the program standards and Teaching Performance Expectations (TPEs) that serve as the foundation for it.
