The order of business within each day may be changed without notice. All items may be re-ordered to be heard on any day of the noticed meeting. Persons wishing to address the Commission on Teacher Credentialing on a subject to be considered at this meeting are asked to complete a Request Card and give it to the Recording Secretary prior to the discussion of the item.

2A: Proposed Adoption of Revised Elementary Subject Matter Program Standards 
This agenda item presents proposed revisions to the Elementary Subject Matter Program Standards for review and possible adoption.

2B: Redeveloped CalTPA Pilot-Participant Waiver Requests
This agenda item presents a request from Commission-approved teacher preparation programs to be granted waivers for the existing Teaching Performance Assessment requirement for candidates who successfully complete the redeveloped CalTPA pilot. If the Commission approves the request, a passing score on the redeveloped CalTPA for the specified candidates at selected requesting institutions will waive the requirement that the candidates pass an existing Commission-approved TPA. The item also propose criteria for the selection of institutions to participate in the pilot of the redeveloped CalTPA and proposes a pilot cut score.

2C: Proposed Revisions to the Preconditions and Standards for Special Education Induction Programs
This agenda item proposes revisions to the current Education Specialist Induction Preconditions and Program Standards and the field response to the proposed standards.

This agenda item presents, as part of the Initial Institutional Approval process, one prospective program sponsor's responses to the Eligibility Requirements for consideration and possible approval by the Commission.

2E: Annual Report Card on California Teacher Preparation Programs for the Academic Year 2014-2015 as Required by Title II of the Higher Education Act
This agenda item is the Annual Report Card on California Teacher Preparation Programs for the Academic Year 2014-2015, as required by Title II of the 2008 Reauthorization of the Higher Education Act. It is the sixteenth annual report and includes a description of credentialing requirements to teach in California public schools and qualitative and quantitative information on teacher preparation programs.

This agenda item presents an update on the efforts to develop the California Administrator Performance Assessment (CalAPA). 

 

 

Closed Session

The Commission will go into Closed Session pursuant to California Government Code section 11126(e), to consider the following pending litigations: Carroll v. Commission on Teacher Credentialing (Sacramento Superior Court, 34-2012-00135527-CU-OE); and Luis Osollo v. Linda Darling-Hammond, Et Al (United States District Court Central District of California, CV-16-03045-SJO (AS)).  The Commission will also consider adverse actions, petitions for reinstatement and requests for reconsideration in discipline cases while in Closed Session pursuant to California Education Code sections 44245, 44248, and Government Code section 11126(e).  The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.

This agenda item provides an update on the work associated to improve the preparation of prospective special education teachers.

2H: Literacy: What Teachers Need to Know and to be Able to Do 
In this study session the Co-Directors of the California State University (CSU) Center for the Advancement of Reading will share information on the knowledge and skills that both elementary and secondary teachers need to have regarding literacy. Based on this information, a series of discussion questions is presented for the Commission's consideration related to potential action that may need to be considered to more effectively prepare educators in the area of literacy for the future.
