This item presents the proposed addition of Title 5 section 80022 and amendments to Title 5 section 80025.3 of the California Code of Regulations pertaining to the Teaching Permit for Statutory Leave day-to-day and substitute teaching.

2A: Proposed Adoption of Revised Science Subject Matter Requirements in Alignment with the Next Generation Science Standards
This agenda item provides the draft revised Subject Matter Requirements (SMRs) for the CSET: Multiple Subjects, and Single Subject Science examinations in alignment with the Next Generation Science Standards (NGSS) to the Commission for potential adoption.  The SMRs have undergone a content validation study since initial presentation to the Commission in February 2016.

This agenda item presents findings of a validity study of the draft revised Teaching Performance Expectations (TPEs).  The Commission may review, revise and/or adopt the revised TPEs.

This agenda item presents the revised California Administrator Performance Expectations (CAPEs) for adoption.  The CAPEs have been revised and aligned with the California Professional Standards for Education Leaders (CPSEL).

2D: Accreditation: Update on the Development of Data Dashboards and Next Steps in Establishing a Program Sponsor Data System
This agenda item provides a demonstration of the most recent set of data dashboards developed which focus on approved institutions and the educator preparation programs they offer as well as continuing the discussion on the types of data the Commission should include in a pilot of the program level data system.

This agenda item presents information on the work of the Commission's Child Development Permit Advisory Panel to review the Child Development Permit Matrix pursuant to the directive to do this work included in the Budget Act of 2015.

2F: Policy Issues Pertaining to Dual Certification for Single Subject and Designated Subjects Career Technical Education Teaching Credentials
This agenda item presents policy issues surrounding short-term and long-term options for teachers to earn dual certification as Single Subject and Designated Subjects (DS) Career Technical Education (CTE) teaching credentials.  Career Technical Education pathway programs continue to grow rapidly, in part due to the CTE Incentive Grant Program created by Assembly Bill 104 as part of the California State Budget Act of 2015.

3A: Proposed Amendments to Title 5 of the California Code of Regulations Pertaining to the Specific Requirements to Demonstrate Subject Matter Competence for Preliminary and Clear Teaching Credentials for Applicants Prepared in California and Plan to Implement the Reauthorization of Elementary Subject Matter Programs
This agenda item is divided into two parts. Part I presents proposed amendments to Title 5 sections 80413, 80048.8 and 80499 of the California Code of Regulations pertaining to the specific requirements for Preliminary and Clear Multiple and Single Subject Teaching Credentials for applicants prepared in California.  Part II proposes a plan to implement the reauthorization of elementary subject matter programs to meet the subject matter requirement for credentialing.

3B: Proposed Amendments to Title 5 of the California Code of Regulations Pertaining to the Period of Validity of Examinations for Certification
This agenda item presents proposed amendments Title 5 section 80071 of the California Code of Regulations pertaining to the period of validity of examinations. 


Closed Session

The Commission will go into Closed Session pursuant to California Government Code section 11126(e), to consider the following pending litigation: Carroll v. Commission on Teacher Credentialing (Sacramento Superior Court, 34-2012-00135527-CU-OE).  The Commission will also consider adverse actions, petitions for reinstatement and requests for reconsideration in discipline cases while in Closed Session pursuant to California Education Code sections 44245, 44248, and Government Code section 11126(e).  The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.

2G: Education Specialist Educator Preparation
This agenda item is presented in three parts: Part One offers a national perspective with respect to the preparation of effective educators of students with disabilities; Part Two provides a particular perspective from one preparation program, CSU Long Beach, which is one of the six institutions participating in the reform efforts led by CEEDAR (the Collaborative or Effective Educator Development Accountability and Reform Center); and Part Three provides a brief history of special education credentialing in California along with information about the Commission's prior work relating to special education preparation and credentialing and asks the Commission to provide direction on the Commission's policy vision for general and special education preparation and credentialing, given other reforms that have been taking place around general and special educator preparation and licensing.
