1H: Update on California's Work with the Network for Transforming Educator Preparation
In the fall of 2015, California joined the Network for Transforming Educator Preparation (NTEP), an initiative launched by the Council for Chief State School Officers (CCSSO) intended to support states in their efforts to improve teacher and leader preparation. Staff will present an update from the state planning team regarding the emerging plan for this work.

2A: Proposed Regulations for Teaching Permit for Statutory Leave
This agenda item presents proposed regulations for a new document, the Teaching Permit for Statutory Leave (TPSL), to authorize serving in statutory teacher leave assignments.

3A: Accreditation: Update on the Development of a Data Warehouse and Data Dashboards for the Commission
This agenda item provides an update on the work to develop a data warehouse and data dashboards for purposes of providing transparency, accountability, and indicators of program quality to the Commission, candidates, programs, stakeholders, and the public. Sample dashboards will be demonstrated for initial review to demonstrate the potential of the planned data dashboards. In addition, the item presents information regarding the selection of data elements relating to educator preparation program quality dashboards and requests Commission input.

3B: Proposed Adoption of the Accreditation Framework
This item presents for discussion and potential adoption by the Commission the revised Accreditation Framework reflecting revisions to the accreditation system that have resulted from the accreditation streamlining and strengthening project undertaken by the Commission over the past year. If adopted, the staff also recommends the Commission remove the current moratorium on Initial Institutional Approval.

3C: Update on Annual Accreditation Fees and Cost Recovery Fees
This agenda item (a) provides an update on the Annual Accreditation fees collected in 2014-15 and 2015-16 and Cost Recovery fees collected in 2013-14, 2014-15 and 2015-16, and (b) begins a discussion of the implications for accreditation fees once the revised accreditation system is implemented in 2017-18.

3D: Update on Induction and Employment-Based Considerations
This item provides (1) an update and analysis of data collected on the Commission's annual Induction Program Enrollment and Cost Survey; (2) proposed draft regulatory language for the Commission's discussion and potential action relating to the availability of induction for all preliminary credentialed teachers; and (3) outlines ways in which the current Declaration of Need (DON) can provide additional information regarding the availability of induction programs to new teachers.

3E: Draft Revisions to the Science Subject Matter Requirements in Alignment with the Next Generation Science Standards
This agenda item provides a draft of proposed revisions to update the Commission's Science Subject Matter Requirements (SMRs) in alignment with the Next Generation Science Standards (NGSS). The Commission may review, suggest revisions and provide staff direction on next steps.

3F: Update on the Alignment of the CAPEs and CPSEL and Proposed Adoption and Approval of Administrator Performance Assessment Design and Program Implementation Standards
This item presents an update on the alignment of California Administrator Performance Expectations (CAPEs) with the California Professional Standards for Education Leaders (CPSEL), and the development of standards to guide the design and implementation of an Administrator Performance Assessment (APA). This item recommends that the Commission approve the reorganization of the CAPEs; adopt the draft APA Design Standards and allow program sponsors to design and develop alternative APAs for Commission approval; and approve the APA Implementation Standards for use during the development, piloting, and field testing of the APA.

Section 610 of the Commission on Teacher Credentialing Policy Manual (Contract Authority) requires that agreements or contracts of $150,000 or more be approved by the Commission. This item requests a delegation of contract authority to the Executive Director.
