1H: Opportunity to Participate in the Network for Transforming Educator Preparation
California has been invited to join the Network for Transforming Educator Preparation (NTEP), an initiative launched by the Council for Chief State School Officers (CCSSO) intended to support states in their efforts to improve teacher and leader preparation. Staff will present an overview of this initiative and identify particular aspects of California's work in this area that could be the focus of our work with the network.

2A: Annual Report Card on California Teacher Preparation Programs for the Academic Year 2013-2014 as Required by Title II of the Higher Education Act
This agenda item is the Annual Report Card on California Teacher Preparation Programs for the Academic Year 2013-2014, as required by Title II of the 2008 Reauthorization of the Higher Education Act. It is the fifteenth annual report and includes a description of credentialing requirements to teach in California public schools and qualitative and quantitative information on teacher preparation programs, including pass rate data for all examinations used by the state for credentialing purposes.

2B: Work Relating to the Next Generation Science Standards  
This agenda item describes ongoing work to update the Science Subject Matter Requirements (SMRs) to align with the Next Generation Science Standards.

2C: Review and Potential Adoption of Revised Common Standards 
This agenda item presents proposed revised Common Standards for consideration and possible adoption by the Commission. These revisions have been reviewed extensively by two subgroups of the accreditation task group and have been out for field review. Commission staff will summarize the comments received during the field review process.

This agenda item provides an update on the work to strengthen and streamline the Commission's Accreditation system. The item reports on strengthening the Initial Institution Approval process.

This agenda item provides an update on the Design and Implementation Standards for the Administrator Performance Assessment (APA) and the plan to develop an Administrator Performance Assessment.

2G: Work Related to Establishing Reciprocity for Instructors of Adult Education
Senate Bill 173 (Chap. 545, Stats. 2014) requires the Commission on Teacher Credentialing and the Academic Senate of the California Community Colleges to review the current requirements for adult education instructors, as specified, and develop recommendations for modifying or establishing reciprocity standards for these instructors. The recommendations from this work are to be submitted to the Legislature by July 1, 2016. 

 

Closed Session

The Commission will go into Closed Session pursuant to California Government Code section 11126(e), to consider the following pending litigation: Carroll v. Commission on Teacher Credentialing (Sacramento Superior Court, 34-2012-00135527-CU-OE). The Commission will also consider adverse actions, petitions for reinstatement and requests for reconsideration in discipline cases while in Closed Session pursuant to California Education Code sections 44245, 44248, and Government Code section 11126(e). The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.
