The order of business within each day may be changed without notice. All items may be re-ordered to be heard on any day of the noticed meeting. Persons wishing to address the Commission on Teacher Credentialing on a subject to be considered at this meeting are asked to complete a Request Card and give it to the Recording Secretary prior to the discussion of the item.

3D: Potential Adoption of Revised Standards for the Design and Implementation of Teaching Performance Assessments
This item presents for potential adoption by the Commission the revised standards for the design and implementation of Teaching Performance Assessments (TPAs) in California. These standards have been revised in accordance with TPA design policies adopted by the Commission at the August 2014 meeting and in response to feedback received during a field review conducted in October-November 2014.

This agenda item provides an update on the implementation of the basic skills requirement, including the variety of options to meet the basic skills requirement. In addition, one new option is presented for the Commission's potential approval.

4B: Committee of Credentials Vacancies for FY 2015-16
The Commission will review the terms of the current members of the Committee of Credentials and determine whether to reappoint or declare vacancies for one school administrator member and one secondary teacher member, and one public member. 

 

 

Closed Session

The Commission will go into Closed Session pursuant to California Government Code section 11126(e), to consider the following pending litigation matters: Carroll v. Commission on Teacher Credentialing (Sacramento Superior Court, 34-2012-00135527-CU-OE); Burton v. CTC (Sacramento Superior Court 34-2014-00160452); and Murphy v. CTC (Sacramento Superior Court 34-2014-80001955).  The Commission will also consider adverse actions, petitions for reinstatement and requests for reconsideration in discipline cases while in Closed Session pursuant to California Education Code sections 44245, 44248, and Government Code section 11126(e).  The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.

This agenda item is provided in response to Education Code §44258.9, which requires the Commission to report to the Governor and Legislature biennially on assignment monitoring data for certificated employees submitted by County Offices of Education.

5B: Proposal to Waive a Condition within the Requirements Specified in Title 5 of the California Code of Regulations Pertaining to Adding a Teaching or Content Area to a General Education Teaching Credential
This agenda item presents an overview of the impact of the English Learner Authorization requirement within regulations adopted by the Commission pertaining to adding a teaching or content area to a general education teaching credential. The item requests that the Commission delegate authority to staff to waive the condition within the requirement that limits the type of English Learner Authorization that is accepted for this purpose.

5C: Proposed Addition and Amendments to Title 5 of the California Code of Regulations Pertaining to Administrative Services Credentials
This agenda item proposes amendments to Title 5 of the California Code of Regulations section 80054 pertaining to California prepared administrators and the addition of section 80054.1 to clarify, interpret, and make specific the Education Code sections pertaining to the requirements for administrators prepared outside California.
