Commission Members will discuss the current strategic plan and policy manual during a half-day retreat with the goal of determining what updates might be necessary to align both documents with California's current policy context and conditions. If the Commission determines that changes are needed, then an action item will be placed on the December Agenda.

2H: Recognizing Excellence in Teacher Preparation
The CSU Chancellor's Office has obtained funding to collaboratively develop and pilot a new Academy for Excellence in Teacher Preparation. Commissioner Young, Chair Darling Hammond and Executive Director Sandy have engaged in discussions about the scope and nature of such an initiative, and will present an update and overview of the proposed Academy.

3A: Update on the Work to Strengthen and Streamline the Commission's Accreditation System
This agenda item provides an update on the work to strengthen and streamline the Commission's Accreditation system. The item provides updates on (a) activities to implement the task groups identified in the approved Work Plan; (b) work that the Committee on Accreditation has undertaken to be able to require an institution to close a program that is not meeting the Commission's standards; and (c) the 2014 pilot of the Program Completers surveys.

3B: Draft Revised Standards for the Design and Implementation of Commission-Approved Teaching Performance Assessments (TPAs)
This item presents proposed draft revised standards for the design and implementation of Commission-approved TPAs. These standards have been revised in accordance with TPA design policies adopted by the Commission at the August 2014 meeting.

3C: Waiver Request In Order to Pilot the National Praxis Performance Assessment for Teachers (PPAT) in California
This agenda item presents a request from three Commission-approved teacher preparation programs for a waiver in order to pilot the nationally available PPAT during 2014-16. If the Commission were to approve the request, a passing score on the PPAT for the specified candidates at the requesting institutions would waive the requirement that the candidate pass a Commission-approved teaching performance assessment.    


Closed Session

The Commission will go into Closed Session pursuant to California Government Code section 11126(e), to consider the following pending litigation: Carroll v. Commission on Teacher Credentialing (Sacramento Superior Court, 34-2012-00135527-CU-OE).  The Commission will also consider adverse actions, petitions for reinstatement and requests for reconsideration in discipline cases while in Closed Session pursuant to California Education Code sections 44245, 44248, and Government Code section 11126(e).  The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.

2I: Proposed Addition to Title 5 of the California Code of Regulations Pertaining to Annual Accreditation Fees
This agenda item proposes the addition of sections 80693 and 80694 to Title 5 of the California Code of Regulations pertaining to annual accreditation fees and contains a supplement to the Initial Statement of Reasons originally submitted to the Office of Administrative Law.

4A: Policy Issues Pertaining to the Variable Term Waiver for the Speech-Language Pathology Services Credential
This agenda item presents proposed criteria for the initial issuance and reissuance of a Variable Term Waiver (VTW) for the Speech-Language Pathology (SLP) Services Credential and requests that the Commission delegate authority to staff to approve or deny requests for these waivers based on the adopted criteria.

3D: Annual Report Card on California Teacher Preparation Programs for the Academic Year 2012-2013 as Required by Title II of the Higher Education Act
This agenda item is the Annual Report Card on California Teacher Preparation Programs for the Academic Year 2012-2013, as required by Title II of the 2008 Reauthorization of the Higher Education Act. It is the fourteenth annual report and includes a description of credentialing requirements to teach in California public schools and qualitative and quantitative information on teacher preparation programs, including pass rate data for all examinations used by the state for credentialing purposes.

3E: Adoption of the Passing Score Standard for the California Subject Examinations for Teachers Multiple Subjects and English Examinations
This agenda item provides (a) foundational information about the standard setting process and (b) recommendations for passing score standards for the CSET: Multiple Subjects and CSET: English examinations, which have been updated to align with the Common Core State Standards.
