2H: Update on Induction Programs
This agenda item presents a background review of the BTSA program and its expansion to the induction program, as well as an examination of the current context in which these programs are operating. In addition, this item presents some policy questions for Commission discussion to help guide the future of new teacher induction in California.
3A: Commission on Teacher Credentialing Budget
This agenda item provides an overview of the Commission's budget for the 2013-14 fiscal year, reviews the fiscal constraints that are projected to impact the operations of the agency, and presents options for improving the long-range fiscal outlook for the Commission on Teacher Credentialing.

4A: Proposed Cost Recovery Plan for Accreditation Activities and Draft Regulatory Language
This is a two-part item. Part One brings proposed policies focusing on cost recovery for accreditation activities for consideration and possible action; Part Two provides draft regulatory language that addresses cost recovery for some accreditation activities consistent with the 2013-14 state budget for the Commission.

4B: Potential Approval of an Additional Teaching Performance Assessment
This agenda item provides recommendations concerning the potential approval of an additional teaching performance assessment known as the "edTPA," pursuant to the Commission's responsibilities under EC Section 44320.2(d). Policy issues relating to statewide implementation of teaching performance assessments may also be discussed.

4C: Overview of the Early Completion Intern Program Option and Recommendation for Adoption of a Replacement for the Teaching Foundations Examination
This agenda item provides an overview of the Early Completion Intern Program Option (ECO), a recommendation for the Commission's consideration and potential action concerning a replacement for the Teaching Foundations Examination (TFE) used as part of the statutory requirements for candidates participating in the ECO option, and a further discussion of the recommendations concerning the ECO made by the Teacher Preparation Advisory (TAP) panel.

4D: Field Experience Requirements for the Preliminary Teaching Credential
This agenda item continues the discussion of the range of recommendations presented by the TAP Panel. In this item, the Commission will continue to examine the TAP recommendations related to field experience for possible staff direction and/or adoption.

4E: Update on Administrator Performance Assessments
This agenda item provides an update on administrator performance assessments and presents options for the Commission's consideration and potential action concerning the development and implementation of an administrator performance assessment for all Preliminary Administrative Services Credential candidates.

4F: Proposed Adoption of Standards and Preconditions for Preliminary Administrative Services Credential Preparation Programs
This item presents proposed program standards, preconditions, and proposed revised Content Expectations for the Preliminary Administrative Services Credential for potential Commission adoption. Since their initial presentation to the Commission in April 2013, a field review was completed and the draft standards have been revised by the writing panel.

4G: Annual Report Card on California Teacher Preparation Programs for the Academic Year 2011-2012 as Required by Title II of the Higher Education Act
This agenda item presents the Annual Report Card on California Teacher Preparation Programs for the Academic Year 2011-2012, as required by Title II of the 2008 Reauthorization of the Higher Education Act. It is the thirteenth annual report and includes a description of credentialing requirements to teach in California public schools. In addition, it includes qualitative and quantitative information on teacher preparation programs, including pass rate data for all examinations used by the state for credentialing purposes.

This agenda item presents proposed amendments to 5 California Code of Regulations §80037 to establish a special teaching authorization in physical education for holders of Designated Subjects Special Subjects Teaching Credentials in Basic Military Drill and Reserve Officer Training Corps.
