The order of business within each day may be changed without notice. All items may be re-ordered to be heard on any day of the noticed meeting. Persons wishing to address the Commission on Teacher Credentialing on a subject to be considered at this meeting are asked to complete a Request Card and give it to the Recording Secretary prior to the discussion of the item.

The Commission will meet in closed session pursuant to California Government Code section 11126(e), to consider pending litigation (Carroll v Commission on Teacher Credentialing et al., Sacramento Superior Court, Case No. 34-2012-00135527) and an allegation of violations of state law governing student access to fully prepared teachers. The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.

3A: Proposed Amendments to Title 5 of the California Code of Regulations Pertaining to Teaching and Services Permits
This agenda items presents proposed amendments to Title 5 of the California Code of Regulations pertaining to teaching and services permits as requested by the Commission. The proposed amendments also include general clean-up of the emergency permit regulation sections.

3B: Discussion Pertaining to Adding a Teaching or Content Area to a Valid General Education Teaching Credential
This agenda item describes the current options for a general education teacher to add an additional content area to a general education credential or earn a teaching credential without completing the full professional preparation program for the new content area or credential type. It includes feedback on this subject taken from a survey of stakeholders.

3C: Special Education Authorizations and Assignments in California 
This agenda item provides information on the special education credential and authorization structure in California related to the assignments of these educators and the delivery of instruction and services. Additionally, key findings and considerations for state policymakers from recent National and State level reports are presented that address the alignment in preparation for general education and special education teacher certification along with federal requirements.

4A: Adoption of Revised Standards for the Adapted Physical Education Added Authorization Programs 
This agenda item brings the revised standards for the Added Authorization in Adapted Physical Education (APE) back to the Commission for consideration and possible adoption.

4B: Proposed Modifications to Educator Preparation Standards Recommended by the English Learner Authorizations Advisory Panel
This agenda item provides for Commission consideration and possible adoption proposed modifications to educator preparation standards intended to improve the delivery of services to English learners. The Commission's English Learner Authorizations Advisory Panel recommends that the Commission adopt these revisions, which have undergone a field review since they were presented initially to the Commission in March 2012.

This agenda item presents information about the Commission's current procedures regarding Intern Credentials and English Learner authorizations.

4D: Draft California Administrator Performance Expectations (CAPEs), Draft California Administrator Content Expectations, and Options for the Development of the Administrator Performance Assessment 
This agenda item presents draft California Administrator Performance Assessment Expectations (CAPEs) and draft California Administrator Content Expectations for initial Commission review. The CAPEs describe the performance expectations for candidates just ready to begin practice as a California school administrator. The Content Expectations describe the underlying content knowledge needed by the administrative services candidate to successfully meet the performance expectations. Part II of the item addresses options for proceeding with the development of the Administrator Performance Assessment (APA).

4E: Proposed Preconditions for Subject Matter Preparation Programs for the Single Subject Credential in World Language: English Language Development (WL: ELD) and Proposed Pedagogy Standard for Single Subject Preparation Programs in WL: ELD  
This agenda item presents proposed Preconditions for WL: ELD Subject Matter preparation programs and a proposed WL: ELD pedagogy standard for Single Subject teacher preparation programs.
