This agenda item presents analyses of educator preparation or licensing bills introduced by Legislators. The analyses will summarize current law, describe the bill provisions, estimate costs and recommend amendments, if applicable. The analyses will include, but are not limited to SB 1245 (Alquist), SB 1291 (Evans) and SB 1292 (Liu).

Modifications to the proposed amendments and additions to Title 5 of the California Code of Regulations pertaining to Education Specialist Instruction Credentials for out-of-state and out-of-country credentialed teachers as requested by the Department of Finance.

This agenda item explains the statutory role of the Commission in the development of authorizations and permissible teaching assignments including a brief historical overview of these topics. An introduction to the Commission's statutory role in assignment monitoring activities conducted by county offices is provided.

This agenda item presents a set of proposed criteria that might be used to implement an appeal for up to two of the five years of experience required in the schools prior to recommendation for a Preliminary Administrative Services Credential.
