The proposed amendments pertaining to Multiple and Single Subject Teaching Credentials for out-of-state trained teachers to align the regulations with statute are presented for public hearing.

2B: Analyses of Bills
This agenda item presents analyses of educator preparation or licensing bills introduced by Legislators. The analyses will summarize current law, describe the bill’s provisions, estimate its costs and recommend amendments, if applicable.

3A: Proposed Amendments and Additions to 5 California Code of Regulations Pertaining to the Adapted Physical Education Teaching Credential, the Early Childhood Special Education Added Authorization, the Resource Specialist Certificate, the Special Class Authorization, and the Speech-Language Pathology Services Credential
Proposed amendments to Title 5 California Code of Regulations pertaining to Special Education are presented for action.


3B: Assignment Monitoring of Certificated Employees in California by County Offices of Education 2007-2009, a Report to the Legislature
A biennial report from the Commission to the Legislature on the assignment monitoring data submitted to the Commission by County Offices of Education is presented for approval.

4A: Approval of Agreement Awards Over $150,000 for Fiscal Year 2010-11
Section 610 of the Commission Policy Manual (Contract Authority) requires that agreements or contracts of $150,000 or more be approved by the Commission. This item presents agreements that require approval.

5A: Initial Institutional Approval
This agenda item presents one program sponsor for initial institutional approval by the Commission. 


5B: Adoption of a Fee Structure for Initial Institutional Approval for Entities that are not Regionally Accredited
This agenda item presents a proposed fee structure for institutions seeking initial institutional approval under the provisions of SBX 5 1 and provides information on the review process an entity would complete. 


5C: Adoption of Standards Common to All for Subject Matter Programs
This agenda item brings back two Standards Common to All for Subject Matter Programs as recommended by the Subject Matter Advisory Panel.

This agenda item presents a document which provides guidance to all sponsors offering approved educator preparation programs in determining the comparability of coursework, field experiences, and a candidate's knowledge and skills and granting equivalence. 


5F: Update on BTSA Induction
This agenda item presents an update on the BTSA Induction Program, including its transition to the Commission's accreditation system and the impact of flexible state funding.

The Commission will go into Closed Session pursuant to California Government Code section 11126, subdivision (e), as well as California Education Code Sections 44245 and 44248, to address potential litigation and petitions for reinstatement.  The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.
