1A: Approval of the November-December 2006 Executive Committee Minutes
Staff will recommend that the Committee approve the minutes of the November-December 2006 meeting of the Executive Committee.

1B: Review and Discussion of Proposed Changes to the Commission Policy Manual
The Committee will review and discuss revisions to the Policy Manual and take action on proposed revisions that were discussed and a consensus reached at the November-December 2006 meeting. The Committee will discuss a schedule for review of additional proposed revisions and discuss the proposed revision to §310 regarding a procedure to evaluate the Executive Director.

Staff will present an update on the Proposed 2007-08 Governor's Budget related to the California Commission on Teacher Credentialing.

4B: Approval of Agreements that Exceed One Hundred Thousand Dollars
Section 610 of the CCTC Policy Manual (Contract Authority) requires that agreements or contracts of $100,000 or more be approved by the Commission. This item presents agreements that require approval.

2I: Public Study Session on the Reading Instruction Competence Assessment (RICA) and the Teaching Performance Assessment (TPA), as Required by SB 1209 (Chapter 517, Statutes of 2006)
This session will consider the implications of incorporating the assessment of ability, skills, and knowledge related to effective reading instruction that is assessed by RICA within the TPA.

This agenda report presents recommendations for approval of program proposals submitted by local education agencies and institutions of higher education for single subject matter preparation programs and induction programs.

Staff will provide an update on the implementation plan for the teaching performance assessment requirement for multiple and single subject professional teacher preparation programs.

6C: Special Education District Intern Effectiveness Study
The Commission will review the report to the Legislature on the required study of the effectiveness of the Education Specialist District Intern Program for teachers of students with mild to moderate disabilities. This study is designed to determine whether this program should continue beyond the sunset date of January 1, 2008.
