This report provides background information for use in discussions surrounding the April 2006 Legislative Analyst Office report.

3A: Proposed Amendments to California Code of Regulations, Title 5 Sections 80028 Pertaining to Certificates of Clearance and 80487 Pertaining to Fees
Staff will present an item on proposed changes to Title 5 pertaining to Certificates of Clearance and Fees for Credentials.

Staff will present a request from a school district for an Eminence Credential.
4A: Proposed Budget Change Proposal for the 2007-08 Budget Year
Staff will request approval to submit a Budget Change Proposal for the 2007-08 budget development process to the Department of Finance for the September 13, 2006 submission deadline.

5A: Proposed Standards for Single Subject Matter Programs in Agriculture, Business, Health, Home Economics, Industrial and Technology Education, and Languages Other Than English: American Sign Language
This report presents:
- Proposed Single Subject Matter Program Standards for Agriculture, Business, Health, Home Economics, Industrial Technology Education and Languages Other than English: American Sign Language which, if adopted by the Commission, will be utilized by California accredited colleges and universities to develop single subject matter preparation programs in these academic areas;
- Options for implementation of a review process for these Single Subject Matter Preparation Programs.

5B: Proposed Standards for Agriculture Specialist Instruction Credential Programs
This report presents draft standards for the Agricultural Specialist Credential program, that, if adopted by the Commission, will be utilized by California accredited colleges and universities to develop Agricultural Specialist Credential programs.

5C: Update on Funded Teacher Development Programs
The Commission will receive a report on its teacher development programs, including the Paraprofessional Teacher Training Program, District and University Internship programs and the Beginning Teacher Support and Assessment Program (BTSA), which is jointly administered by the California Department of Education and the Commission. The report will describe the progress made by teacher development programs toward achieving the goals of improving teacher recruitment and teacher retention.

5D: Proposed Standards of Quality and Effectiveness for California Teachers of English Learners (CTEL) Certificate Programs
Staff will present draft standards for California Teachers of English Learner (CTEL) Programs, which, if adopted by the Commission, will be utilized by California accredited colleges and universities to develop English Learner authorization programs.

5E: Update on the Potential Consolidation of Examinations for Languages Other Than English
Staff will present an update on the process of obtaining advice from stakeholders regarding the potential consolidation of the examination structure for examinations in languages other than English.
Items agendized for the first day of the meeting, but not discussed, may be taken up on the second day.
Chair Leslie Peterson Schwarze will reconvene the September 2006 General Session. Roll call will be taken.
5F: Program Approval and Initial Accreditation
This agenda report presents recommendations for approval of program proposals submitted by local education agencies and institutions of higher education for single subject matter preparation programs, induction programs and guidelines-based programs for the Professional Administrative Services Credential. In addition, requests for initial recognition of prospective programs sponsors are presented
