The order of business within each day may be changed without notice. All items may be re-ordered to be heard on any day of the noticed meeting. Persons wishing to address the Commission on Teacher Credentialing on a subject to be considered at this meeting are asked to complete a Request Card and give it to the Recording Secretary prior to the discussion of the item.

The Commission will convene and immediately go into Closed Session pursuant to California Government Code Section 11126 as well as California Education Code Sections 44245 and 44248. The Commission will report out of Closed Session appropriately concerning any and all action taken or determinations made therein.

1B: Alan Bersin, Secretary of Education
Secretary of Education Alan Bersin will discuss with the Commission the Administration's priorities for education and teacher quality including accreditation, streamlining the credentialing process, and assessments for teacher candidates.

The Executive Director will recommend that the Commission approve the minutes of the January/February 2006 meeting of the Commission.

2A: Report on Results of Field Survey and Accreditation Review Activities
Staff will present an update on activities related to the review of the accreditation system including presentation of the results from the field review of changes to the Accreditation System recommended by the Committee on Accreditation in collaboration with the Accreditation Study Work Group.

2B: Expiration of Terms: Committee on Accreditation
The terms of the members of the Committee on Accreditation will expire on June 30, 2006. This agenda item provides background information relating to the terms of committee members and provides information about the advisability of extending those terms.

This agenda item presents recommendations for initial accreditation for one prospective program sponsor. In addition, it includes program approval recommendations for local education agencies for guidelines based programs leading to the Professional Administrative Services Credential as well as one induction program.

Staff will present further information on issues related to the Education Specialist Credential and recommend steps that may be taken.

Staff will recommend that the Committee approve the minutes of the January 31, 2006 meeting of the Appeals and Waivers Committee. After review, the Committee may approve, or amend and approve the minutes.

Pursuant to Education Code Section 44225(m) waiver requests are submitted for consideration in the areas of educator preparation and credentialing. These requests have been reviewed by staff on the basis of criteria adopted by the Commission. Special conditions for subsequent waivers are included.

Section 610 of the CCTC Policy Manual (Contract Authority) requires that agreements or contacts of $100,000 or more be approved by the California Commission on Teacher Credentialing. This item presents a list of agreements that require approval for Fiscal Year 2005-06.

6B: Teacher Supply in California 2004-2005 A Report to the Legislature
This agenda item is in response to Assembly Bill (AB) 471 (Scott, Chapter 381, Statutes of 1999), which requires the Commission report to the Governor and the Legislature each year on the number of teachers who received credentials, certificates, permits and waivers to teach in California public schools.
