1A: Approval of the Minutes
Staff will recommend that the Committee approve the minutes of the August 2005 meeting of the Appeals and Waivers Committee. After review, the Committee may approve, or amend and approve the minutes.

Pursuant to Education Code Section 44225(m) waiver requests are submitted for consideration in the areas of educator preparation and credentialing. These requests have been reviewed by staff on the basis of criteria adopted by the Commission. Special conditions for subsequent waivers are included.

Consideration of credential appeals is held pursuant to Title 5, California Code of Regulations, Section 80514. Hearings are conducted pursuant to Government Code Section 11126(c) and Title 5, California Code of Regulations, Section 80516.
Roll call shall be taken followed by the Pledge of Allegiance.

3A: Interview for Appointment to the Committee of Credentials
The Professional Practices Committee will interview, evaluate, and appoint one elementary teacher member to serve on the Committee of Credentials.

Staff will present the status of legislative measures that have a position adopted by the Commission.

5A: Proposed Addition to California Code of Regulations, Title 5 Sections 80033 and 80033.1 Pertaining to Internship Credentials
Staff will present proposed regulations outlining the requirements for internship credentials.
6A: Initial Accreditation and Program Approval
This agenda item presents proposals submitted by institutions of higher education for subject matter preparation programs and a proposal by a local education agency for a guidelines based program leading to the Tier II Administrative Services Credential. The agenda item background information about the subject matter standards, an overview of the process for reviewing proposals, and supporting documentation. This agenda item also includes supporting documentation for two subject matter programs approved by the Commission at the August 2005 meeting.

6B: Options for the Reading Instruction Competency Assessment (RICA) and California Basic Educational Skills Test (CBEST) Contracts
This agenda item presents information about testing contracts that will expire in 2006, and presents options for amending the existing contracts or seeking new contracts to avoid disruption in the administration of the Reading Instruction Competency Assessment (RICA) and California Basic Educational Skills Test (CBEST) exams. This agenda item also requests Commission direction concerning the initiation of the validation study for the RICA and the appointment of an advisory panel to assist with the validation study.
