1A: Approval of the June 3, 2004 Executive Committee Minutes
Staff will recommend that the Committee approve the minutes of the June 3, 2004 meeting of the Executive Committee. After review, the Committee may approve, or amend and approve, the Minutes.

1B: Commission Meeting Schedule and Elections
Staff will recommend the Committee approve an amendment to the 2005 Commission meeting schedule due to a typographical error and accept direction about postponing the elections for Chair and Vice Chair until new appointments are received.

Staff will present updated and new tasks for each division's Action Plan found in the 2001 Strategic Plan.
2A: Interviews for Appointment to the Committee of Credentials
The Professional Practices Committee will interview, evaluate, and appoint one (1) elementary teacher member and one alternate to serve on the Committee of Credentials.
3A: Approval of the Minutes
Staff will recommend that the Committee approve the minutes of the August 2004 meeting of the Appeals and Waivers Committee. After review, the Committee may approve, or amend and approve the minutes.

3B: Waivers: Consent Calendar
Pursuant to Education Code Section 44225(m) waiver requests are submitted for consideration in the areas of educator preparation and credentialing. These requests have been reviewed by staff on the basis of criteria adopted by the Commission.

Pursuant to Education Code Section 44225(m) waiver requests are submitted for consideration in the areas of educator preparation and credentialing. These requests have been reviewed by staff on the basis of criteria adopted by the Commission. Special conditions for subsequent waivers are included.

3D: Waivers: Denial Calendar
Pursuant to Education Code Section 44225(m) waiver requests are submitted for consideration in the areas of educator preparation and credentialing. These waivers do not meet the criteria for inclusion on a consent calendar and will be considered on an individual basis.
Roll call shall be taken followed by the Pledge of Allegiance.

This is the Annual Report Card on California Teacher Preparation Programs for Academic Year 2002-2003, as required by Title II of the 1998 Reauthorization of the Higher Education Act. It is the fourth annual report of its kind and includes a description of California public school teacher credentialing requirements. It also includes qualitative and quantitative information on teacher preparation programs, including pass-rate data for all examinations used by the state for credentialing purposes.

This item provides information regarding the history of teacher certification for bilingual education in California, recent policy shifts and service delivery model changes in bilingual education and its impact on teacher certification. It concludes with questions for discussion which would guide future policy work in this area.

In June 2004, the Accreditation Study Work Group, comprised of members of the Committee on Accreditation and representatives of stakeholders, began meeting to review and recommend changes, if needed, to the Commission's accreditation system for educator preparation in California. The work group met in August and September 2004. This report is an update on the activities of the Accreditation Study Work Group.

6B: Proposed Title 5 Regulations to Implement Assembly Bill 2210
Assembly Bill 2210 was chaptered on August 30, 2004. The bill requires the Commission to adopt regulations to clarify that an induction program is required for the multiple subject and single subject SB 2042 professional clear credentials. This agenda item proposes Title 5 regulations to clarify the requirement.
