This rulemaking action proposes the following:

1. Amend Title 5 California Code of Regulations (CCR) section 80054.1 to allow out-of-state prepared administrators with at least three years of full-time teaching or services experience to substitute two years of out-of-state administrative experience to satisfy the five-year teaching/services experience requirement for a Preliminary Administrative Services Credential (PASC);
2. Update the program standards incorporated by reference in Title 5 of the CCR section 80054 due to amendments made by the Commission since the June 2014 revision date that include the California Administrator Performance Assessment (CalAPA); and
3. Make other minor amendments Title 5 of the CCR sections 80054 and 80054.1 for clarity and consistency purposes.

This rulemaking action proposes amendments to sections 80048.8, 80048.8.1, and 80413 of Title 5 of the California Code of Regulations (CCR) related to providing a single induction experience for new teachers as approved by the Commission at the December 2017 meeting and section 80523 to provide updates to sections of regulations related to these changes regarding how educators qualify for an extension of time to a credential. The proposed amendments also include general clean-up of the regulation sections.
