Resolution for Charter Schools and the Online Application System

Directly funded charter schools should now be able to proceed with the Student Teacher Stipend Program application and grant award process to distribute the stipend to student teachers allowing charter schools to act as their own fiscal agent.

Guidance for both charter schools and districts/county office of education/other agencies that authorize them.

Directly Funded Charter Schools

ACTION:

  1. Submit a new access request to the GMS LEA portal, by clicking on the button that says, “Begin LEA Application Submission.” Commission staff will either receive the new request for access to approve or you will have automatic access when logging into the GMS.
  2. Complete the STSP 2026-2027 application.
  3. Complete the STD 204 form (see “Additional Resources“).

Once charter schools complete the STSP application, they should be able to see the student teachers submitted by the partner IHE awaiting review on the LEA dashboard.

The Grantee User Guide can be found in the LEA portal on the left side menu under Resources, if needed.

Authorizing Districts

Authorizing districts, county offices of education, and other agencies should no longer see charter school student teachers in their portal.
