At this time the Commission intends to withdraw this regulation file. The “Decision Not to Proceed” document found below is being filed with the Office of Administrative Law. This rulemaking action proposes amendments to Title 5 of the California Code of Regulations (CCR) related to the requirements for determining eligibility for institutions that have not previously been approved by the Commission on Teacher Credentialing to operate educator preparation licensure programs in California. The proposed amendments were approved at the December 2025 Commission meeting.
