Resource Specialist Program (RSP)
A resource specialist provides instruction and services to students with individualized education programs (IEPs) that are assigned to general education classrooms for the majority of the school day. Resource specialists may coordinate special education services with general education programs and provide instruction to students with disabilities in accordance with their IEP.
An Education Specialist Instruction Teaching Credential authorizes the holder to provide special education instruction (in all subjects) and related services to students whose primary disability and student degree of support aligns with their credential authorization. In addition, holders of the following certifications are authorized to serve as a Resource Specialist:
- Education Specialist Instruction Credential (Document Code TC3S)
- Resource Specialist Added Authorization
- Resource Specialist Permit
Monitoring RSP Assignments
RSP assignments are reported by local educational agencies to the California Department of Education in the California Longitudinal Pupil Achievement Data System (CALPADS) with state course code 9231 Special Education Support-Resource Specialist Program (RSP). Such assignments are monitored annually within CalSAAS for any Commission issued certification that authorizes providing RSP services, regardless of the disability area of the students in the class.
The following table includes the credential authorizations which allow the holder to serve as a Resource Specialist, within the grade levels authorized on the document, regardless of the students’ disability area.
