Extend a credential or permit that is already expired or expiring within a year.

Before You Apply

You will need to obtain your fingerprint clearance specifically for the Commission. If you already have valid fingerprints on file with the Commission, it is not necessary to fingerprint each time you apply for a credential or permit. However, if your fingerprints are expired then you must re-establish fingerprints. Details on how to check your fingerprint status can be found at Check Application Status.

The online application will require you to answer questions related to your professional fitness. Please review How to Complete the CTC Online Professional Fitness Questions before completing the application. If you must answer "yes" to any of the professional fitness questions, please gather all documentation, including any required police reports, certified court records, and miscellaneous documents related to the incident and have them ready to upload as attachments along with the materials for verifying academic requirements listed below. If any of the records have been purged or are otherwise not available, provide an original statement from the agency on its official letterhead verifying that fact.

The items below are required for this application. The Commission reserves the right to request the original(s) of any supporting documentation by mail to ensure authenticity.

Some types of credentials and permits cannot be requested by appeal for extension.

Extensions MAY NOT be requested for the following for any reason:

  • Waivers (a subsequent waiver requested through your employer may be possible if certain requirements have been met, but an extension by appeal is not possible)
  • Provisional Internship Permits (PIPs)
  • Short-Term Staff Permits (STSPs)
  • Older versions of Regular, Full-Time, and Part-Time Designated Subjects Adult Education, Career Technical Education, and Vocational Education credentials that are no longer currently issued (if you hold one of these older Designated Subjects credentials, you must contact a Commission-approved program to be evaluated for the current version of the credential)

Extensions for employer-restricted credentials and permits can only be requested through your employer and MAY NOT be appealed for directly by educators. Please contact your employer if you need an extension for the following:

  • Emergency Bilingual Authorization Permits (Emergency BCLAD)
  • Emergency CLAD Permits
  • Emergency Resource Specialist Permits
  • Emergency Specialist Teaching Permit in Early Childhood Education, also known as the Emergency Transitional Kindergarten Permit (ETK Permit)
  • Emergency Teacher Librarian Services Permits
  • General Education Limited Assignment Permits (GELAPs)
  • Special Education Limited Assignment Permits (SELAPs)
  • University Intern and District Intern credentials (must be requested by your program)

How long of an extension can you have?

Appeals can be granted as one-year, two-year, or three-year extensions. However, the length of extension that can be requested is not available for all types of credentials and permits. One-year extensions can be given for all types of credentials and permits, but two-year and three-year extensions are only available for Preliminary and Level I teaching credentials that have an induction requirement listed on them. (A one-time two-year extension is also available for Child Development Permit holders who have not met their professional growth hour requirement in order to renew their permit.) Below you will find the requirements for qualifying for one-year, two-year, and three-year extensions.

One-Year Extension

A letter from the applicant stating the reason(s) why an extension is needed.

  • You must provide a written statement explaining why you could not complete the renewal requirement(s) for the credential or permit for which you are requesting an extension. If you have met some of the requirements but not all, or attempted to meet requirements, you should also explain what you have done toward that goal.
  • Good cause for appeal shall include, but is not limited to, the following:
    1. The applicant was unable to complete requirements because of personal health problems or the health problems of a family or household member.
    2. The applicant is currently employed in a position requiring a credential or its equivalent and no California college or university (Institution of Higher Education [IHE]) or Local Education Agency (LEA) can be reached within one and one-half hours of traveling time.
    3. The applicant submits verification from the IHE or LEA that there were no openings in the program or that the required course work was unavailable.
    4. A requirement has been established since the applicant received his or her credential.
    5. The applicant unknowingly completed course work, such as continuing education courses, which the IHE, LEA, or Commission cannot accept toward completion of the requirements.
    6. The applicant did not receive information about the requirement from the Commission with sufficient time to complete the requirement.
    7. The applicant enrolled in a second or subsequent IHE or LEA and the new IHE or LEA required additional course work or assessment which the applicant was unable to complete on time.
    8. The applicant was unable to attend IHE or LEA due to job or family demands.
    9. The applicant has completed educational requirements, but has not met the experience requirement.
    10. The applicant has not been employed in the California public school system since the credential was issued.
  • NOTE: Financial hardship cannot be considered a valid reason for appeal.
  • NOTE #2: The Commission reserves the right to request additional explanation if what is provided is not sufficient to establish good cause for appeal.

Documentation supporting the reasons for the extension request

  • The documentation that must be submitted will depend on the reasons for appealing which are stated in your letter. 
  • For medical appeals, a physician’s statement describing the nature and duration of the illness is required. If the letter is regarding a family member, it should state that you are the primary caregiver for that person. Copies of medical appointments, other medical records, worker’s compensation forms, or insurance bills cannot be accepted. If the medical reason is due to birth or death, you must provide the certificate, as applicable.
  • If you have a requirement to complete a program, you must provide a letter from an employing school district, college, or university offering a Commission-approved program in the appropriate area.
    • The letter must verify your current enrollment and state what requirements still need to be met.
    • The letter must be on official letterhead and signed by an Authorized Submitter for the program.
  • If you have a requirement to complete two years of successful experience working in a position authorized by your credential and you have completed that, you must provide a letter from your employer verifying this.
    • The letter must be on official school or district letterhead and signed by the Superintendent, Asst. Superintendent, Director of personnel, or Director of HR.
    • Experience must be at a public school located in California.
    • Experience must indicate beginning and ending dates of hire.
    • The letter must be a scanned copy of an original letter or an electronic PDF. If the letter is a scanned copy, the original letter that was scanned must be signed with a wet ink signature. If the letter is an electronic PDF, it must be signed with an acceptable electronic signature. Screenshots are not acceptable.
    • Service record forms will also be accepted in lieu of a letter, as long as they contain all the required information.
  • If you have a requirement that is satisfied through completion of exams or coursework, you must provide proof of registration for the remaining exams or coursework, as well as the scores for exam subtests taken and/or official transcripts for the courses you have already completed.
  • If you are appealing on the basis of living/working outside of California, you must provide documentation as proof of this.
  • More information regarding what documentation must be submitted can be found on AL-3.
  • NOTE: If a letter is submitted, it must be a scanned copy of an original letter or an electronic PDF. If the letter is a scanned copy, the original letter that was scanned must be signed with a wet ink signature. If the letter is an electronic PDF, it must be signed with an acceptable electronic signature. Screenshots are not acceptable.
  • NOTE #2: The Commission reserves the right to request additional documentation if what is provided is not sufficient to establish good cause for appeal.
Two-Year Extension

Possession of one of the following documents:

  1. Preliminary or Level I teaching credential that has the induction requirement listed on it.
  2. Child Development Permit.
  • Two-year extensions are only available for the following types of credentials and permits:
    1. Preliminary or Level I teaching credential issued by the California Commission on Teacher Credentialing that has the requirement to complete induction listed on it.
    2. Child Development Permit issued by the California Commission on Teacher Credentialing.

       

  • It is not necessary to attach anything as proof, since the Commission will already have this information if you were issued a document satisfying this requirement.
  •  If you have a Preliminary or Level I teaching credential but induction is not one of the requirements listed on it, YOU MAY NOT request a two-year extension. If one of the following renewal codes is listed on your credential, then you are required to complete induction:
    • R14I
    • R19N
    • PRO
    • RSGN
  • If you are requesting an extension of a Child Development Permit, more details about this type of appeal can be found in the Child Development Permit Professional Growth Manual under the section “Professional Growth: Early Completion for Renewal/Extension of Time to Complete Requirements.”

Completed Request for a Two-Year Extension form (CL-885)

  • The form must be completed with the help of an employing agency and a Commission-approved induction program. If you are not currently employed in an induction-eligible position or have not been offered such employment, you would not be eligible for a two-year extension until you have found such a position.
  • In order to be eligible to enroll in induction, you must have an offer of employment in a California public school as a teacher of record in an ongoing position. Temporary teaching and substitute teaching positions are not eligible to enroll in induction.
  • This form need not be submitted if you are requesting an extension of a Child Development Permit.
Three-Year Extension

Preliminary or Level I teaching credential that has the induction requirement listed on it

  • Three-year extensions are only available for Preliminary or Level I teaching credentials issued by the California Commission on Teacher Credentialing that have the requirement to complete induction listed on them.
  • It is not necessary to attach anything as proof, since the Commission will already have this information if you were issued a document satisfying this requirement.
  • If you have a Preliminary or Level I teaching credential but induction is not one of the requirements listed on it, YOU MAY NOT request a two-year extension. If one of the following renewal codes is listed on your credential, then you are required to complete induction:
    • R14I
    • R19N
    • PRO
    • RSGN

Completion of Request for a Three-Year Extension for Multiple Subject, Single Subject and Education Specialist Teaching Credentials form (CL-884)

  • You must verify one of the following:
    • That you have never been employed in an induction-eligible position.
    • That you were employed in an induction-eligible position for one year or less.
  • To be eligible to enroll in induction, you must be employed in an ongoing position as teacher of record in a California public school. Temporary teaching and substitute teaching positions are not eligible to enroll in induction.

Important Notes:

  • This checklist is ONLY for submission of an online application.
  • Appeals for extension are not guaranteed to be granted and are reviewed on a case-by-case basis.
  • Two-year and three-year extensions can each only be granted once in an educator’s lifetime. If you have already been granted a two-year extension, you cannot request another two-year extension, and if you have already had a three-year extension, you cannot request another three-year extension.
  • This web-based checklist is a guide and does not need to be uploaded with the online application.
