Appropriate Credentials for English Learner Services
The following table is intended to support credential analysts in determining which English Learner authorizations are required to provide the various types of English Learner Services. Note, the type of English Learner Service displayed on exceptions in CalSAAS is based on the Education Service Code reported in CALPADS for the assignment. The authorizations listed in the table below may appear on any number of documents, including some Emergency Permits, yet the authorization remains the same across all types of documents.

Credentials Authorizing: Integrated ELD
- Full English Learner Authorization (or CLAD Emphasis) ELA1
- Multiple Subject, PK-3 ECE Specialist, Single Subject, or Education Specialist Credential with revised ELA2 ELAM, ELAS, ELAE, ELAP
- CLAD Certificate SA12
- Bilingual Authorization BA**
- Single Subject Teaching Credential in World Language: ELD content area WLEL, WLEX
- Supplementary Authorization in English as a Second Language (ESL) R2B (ESL subject)
- Introductory Supplementary Authorization in Introductory English as a Second Language R1B (IESL subject)
- District Intern Credential with revised ELA ELA3
- Clear Designated Subjects Career Technical Education S17C
- Certificate of Completion of Staff Development S17A, S17D, and various older documents
Credentials Authorizing: Designated ELD

*Authorizations may vary on older Certificates of Completion of Staff Development. Monitoring Authorities must review authorization statement to determine if Designated ELD is covered.
**Language listed on the document must match the language of instruction. Bilingual authorizations are checked in CalSAAS against the language of instruction reported in CALPADS. If the languages do not match, an exception will generate.
