Teach in Bilingual settings (also called dual immersion) in the language named on the authorization

Before You Apply

You will need to obtain your fingerprint clearance specifically for the Commission. If you already have valid fingerprints on file with the Commission, it is not necessary to fingerprint each time you apply for a credential or permit. However, if your fingerprints are expired then you must re-establish fingerprints. Details on how to check your fingerprint status can be found at Check Application Status.

The online application will require you to answer questions related to your professional fitness. Please review How to Complete the CTC Online Professional Fitness Questions before completing the application. If you must answer "yes" to any of the professional fitness questions, please gather all documentation, including any required police reports, certified court records, and miscellaneous documents related to the incident and have them ready to upload as attachments along with the materials for verifying academic requirements listed below. If any of the records have been purged or are otherwise not available, provide an original statement from the agency on its official letterhead verifying that fact.

Ready to Apply?

The items below are required for this application. The Commission reserves the right to request the original(s) of any supporting documentation by mail to ensure authenticity.

A valid prerequisite credential or permit
  • You must have a credential or permit issued by the California Commission on Teacher Credentialing that is valid (not expired).
  • The following would be considered acceptable prerequisite credentials and permits:
    • Teaching credentials
    • Speech-Language Pathology Services credentials
    • Clinical or Rehabilitative Services credentials with a Special Class Authorization
    • School Nurse Services credentials with a Special Teaching Authorization in Health
    • Visiting Faculty Permit
    • Children’s Center Permit (excluding emergency)
    • Child Development Permit (excluding Assistant and Associate Permits) that authorizes the holder to provide instruction to pupils.
  • The following ARE NOT appropriate prerequisite credentials or permits:
    • Emergency Permits
    • Provisional Internship Permits
    • Short-Term Staff Permits
    • District Intern Credentials
    • University Intern Credentials
    • Exchange Credentials
    • Sojourn Certificated Employee Credentials
    • Services credentials without a special class authorization
  • NOTE: It is not necessary to attach anything as proof, since the Commission will already have this information if you were issued a document satisfying this requirement.
English Learner Authorization OR eligibility for an English Learner Authorization

Option 1: English Learner Authorization.

  • You must have one of the following English Learner Authorization issued by the California Commission on Teacher Credentialing that is valid (not expired):
    • Teaching credential with an English Learner Authorization or CLAD Emphasis
    • CLAD Certificate
    • Language Development Specialist (LDS) Certificate

Option 2: Eligibility for an English Learner Authorization.

  • You must upload a scanned copy or screenshot of one of the following:
    • Official passing CTEL score report for all three subtests, passed within the past 10 years.
    • Out-of-state teaching credential showing that you have the equivalent of a California English Learner Authorization.
      • For a list of comparable out-of-state English Learner Authorizations, see Table 2 at the end of CL-628B.
    • National Board Certification in one of the following:
      • Early and Middle Childhood/English as a New Language
      • Early Adolescence through Young Adulthood/English as a New Language
CSET Bilingual exams
  • Upload official score report of passing the CSET exams for the Bilingual Authorization in the language requested.
  • All required subtests for the Bilingual Authorization in the language requested must be passed. The only exceptions are the following:
    • Teachers who hold a valid, non-emergency California Single Subject or Standard Secondary Teaching Credential in a language other than English need not take Test II or III of the CSET language exam (which subtest depends on the language) to qualify for a Bilingual Authorization in that language.
      • If you HAVE BEEN issued a document like this, the Commission will already have this information and it is not necessary to attach anything as proof.
  • Teachers who hold a three-year or higher degree from a foreign institution in which all instruction was delivered in a language other than English also do not need to take Test II or III (which subtest depends on the language) to qualify for a Bilingual Authorization in that language.
    • The foreign institution must be equivalent in status to a regionally-accredited institution of higher education in the United States, verified by a foreign transcript evaluation done by an approved agency.
    • If you have already been issued a document by the Commission that required you to provide a foreign transcript evaluation, the Commission will already have this and it is not necessary to attach anything as proof.
  • In order to be valid, the exam must have been passed within the past 10 years.
  • NOTE: Be sure to check that the exams taken are the correct ones for the Bilingual Authorization and not the exams for the Single Subject World Language credential. Depending on the language, Subtest II or III may be required for both the Bilingual Authorization and the Single Subject World Language credential, but the other subtest(s) required will be different.

  • This checklist is ONLY for submission of an online application.
  • This web-based checklist is a guide and does not need to be uploaded with the online application.
  • If you completed coursework in a Commission-approved Bilingual program, you must contact the program to obtain the formal recommendation for the Bilingual Authorization. You CANNOT apply to the Commission directly.
  • The Bilingual Authorization authorizes Bilingual instruction in the language named on the authorization and all levels of English Learner services.
